Allen Davis concentrates his practice on antitrust and competition law, providing strategic counsel to clients navigating intricate regulatory landscapes and market dynamics across litigation, compliance, and transactional engagements.

Allen assists businesses in identifying, assessing, and mitigating risks related to competition matters, collaborating closely with clients to develop tailored compliance strategies, guiding them through the complexities of antitrust laws at both domestic and international levels. He advises clients on a broad range of issues arising from antitrust litigation and merger clearance, including representations in litigation from complaint through trial and in complex transaction reviews and conduct investigations. Allen's clients span a diverse range of industries, including consumer technology, artificial intelligence, digital advertising, pharmaceuticals, e-commerce, real estate, and energy.

Recent notable experience includes representing:

  • Microsoft Corporation in connection with discovery and witness testimony in the Department of Justice’s landmark Search and Ad Tech litigations against Google
  • Regeneron Pharmaceuticals in its successful antitrust bundling jury trial against Amgen
  • A leading software company in a successful defense of Clayton Act § 7 litigation challenging a proposed acquisition
  • A leading technology company in international reviews of acquisition and investment 
  • A large national insurer in connection with allegations of price fixing in violation of Sherman Act § 1
  • A generic pharmaceutical manufacturer in defense against monopolization and conspiracy claims under Sherman Act §§ 1–2

Allen maintains an active pro bono practice and has represented clients in immigration proceedings, veterans benefits and discharge status appeals, and landlord-tenant disputes. Allen also serves as a co-chair of Orrick’s Washington, D.C. Inclusion & Belonging Committee and as Secretary of the National Bar Association’s Antitrust Section.

  • Allen regularly represents clients before the Antitrust Division of the Department of Justice and Federal Trade Commission. He also works closely with ex-US counsel in strategizing on matters before the European Commission, UK Competition and Markets Authority, and other ex-US competition enforcers.
