Victoria Boyne, partner, joins the panel discussion “How Do I Deliver a Project with the P3 Model?: Best Practices for a Successful Procurement Process” on Monday, July 19. The discussion will cover best practices and key issues that public agencies must consider for a successful procurement process.
Matthew Neuringer, senior associate, will present on “How Do I Design a P3?”: Best Practices in Deal Structuring & Contract Management” on Tuesday, July 20. The discussion will cover the basic and best practices for P3 deal structuring and contract management for the long-term success of a P3.
The P3 Airport Summit is the P3 industry's premier gathering for airport infrastructure developers, investors, financiers, state and federal public officials and regional transportation authorities. As some airports face challenges in finding ways to enhance their capacity to fund and construct major expansion or even maintain needed infrastructure, many are leveraging P3s to advance critical infrastructure projects. The 2021 summit will focus on current market challenges, procurement, and project development for airport owners, operators, airlines, and industry partners.

Vicki negotiates project financings, procurement, acquisition and sale of energy and infrastructure projects. She quarterbacks complex mergers and acquisitions as well as project developments that require coordination with a host of different parties and advises on debt and equity financings for renewable and conventional energy projects. Well versed in public-private partnerships (PPP/P3) and securities offerings, Vicki guides clients through the legal and business challenges of large infrastructure projects.

Matthew has advised clients across a full spectrum of energy and infrastructure assets, including telecoms, rail, highways, airport, intermodal transit, combined heat and power, social infrastructure, and waste to energy. In Matthew's capacity as outside counsel to the Association for the Improvement of American Infrastructure (AIAI) Matthew has also provided input on various key pieces of federal, state and local governments on the sufficiency of their laws to produce P3 projects in their jurisdictions.
