Four Orrick Partners Named to Sacramento Business Journal’s “Best of the Bar” List

Four Orrick partners were featured on Sacramento Business Journal’s “Best of the Bar” list for 2019, which recognizes outstanding lawyers in the greater Sacramento area.

Julie Totten, named to the list for the third time, lead’s Orrick’s global Employment Law and Litigation Practice Group. Brandon Dias, Patricia Eichar and Bryan Victor, members of the firm’s market-leading public finance practice, are all first year honorees. Patricia and Brandon have previously been named Bond Buyer Rising Stars. Julie and Bryan were also named last year to Sacramento Magazine’s Top Lawyers list.

Julie Totten Partner

In doing so, Julie closely collaborates with each client, gathering an in-depth understanding of their specific tensions, challenges and objectives. Legal 500 noted she “truly understands corporate politics and works with in-house counsel to understand the intersections of legal advice and business objectives.” Julie then draws upon nearly three decades of experience to guide clients towards the best possible resolution. Her client-focused approach is one of many reasons she was selected to lead Orrick’s global employment practice, which Chambers ranks as one of the country’s foremost practices and describes Julie as “a big thinker and a thought leader.”

Julie has experience litigating and arbitrating both class actions and individual plaintiff cases. She defends clients in all types of employment matters, including complex wage-and-hour class, collective and representative actions, pay equity and promotion cases, whistleblower retaliation actions, discrimination, harassment and retaliation litigation and trade secret and non-compete matters. She also guides clients through sensitive investigations, as well as government agency audits and litigation. Julie is proactive in helping clients avoid litigation by assisting them with the development of policies and practices designed to minimize exposure, including advice and counseling work in the areas of AI and DEI in selection and recruiting. Julie is honored to be a Fellow of the College of Labor and Employment and a member of the American Employment Law Council. She also served as a Council Member of the American Bar Association Labor and Employment Law Section.

Brandon Dias Partner

Brandon focuses on California local government financing structures including general fund lease revenue bonds and certificates of participation; pension obligation bonds; tax and revenue anticipation notes; mello-roos bonds, assessment district bonds and other land secured financing structures; redevelopment financing; water and wastewater revenue bonds; airport revenue bonds; and public power revenue bonds.

Tax-Exempt Healthcare Finance. Brandon also focuses on tax-exempt healthcare finance for 501(c)(3) organizations. His experience includes financings for standalone hospitals, hospital systems and continuing care retirement communities. He has served as bond counsel or underwriters' counsel on tax-exempt healthcare financings in various states throughout the nation.

Patricia L. Eichar Partner

Ms. Eichar has represented issuers, underwriters and borrowers in taxable and tax-exempt municipal financings for health care organizations, senior living communities, and other types of 501(c)(3) organizations. In addition, Ms. Eichar has represented various municipal issuers, including the State of California, in the issuance of general obligation bonds, deficit bonds, revenue anticipation notes, lease revenue bonds, enterprise revenue bonds, pension obligation bonds and land-secured bonds, and in municipal lease and redevelopment financing.

As disclosure counsel to myriad public agencies, Ms. Eichar advises on matters including the content of primary offering documents as well as continuing disclosure filings.

In addition to her work in municipal financings, Ms. Eichar has taken on multiple pro bono projects, including prosecuting guardianships for Sacramento's Voluntary Legal Services Program and assisting veterans with appeals of denial of disability benefits before the Board of Veterans Appeals.

Bryan Victor Partner

Bryan has experience with many structures used in public finance, including master trust indentures, fixed and variable rate bonds, direct purchases, delayed delivery bonds, insurance, letters of credit and other credit or liquidity agreements; commercial paper programs; conversions and reofferings. Bryan has extensive experience working with stand alone hospitals, health care clinics and large health systems. He provides annual and bi-annual federal securities law training for staff of the State of California Treasurer's Office, the State of California Department of Finance, the State Controller's Office, CalPERs and other state agencies and applies that securities law knowledge on health care transactions. Bryan is the lead partner for general public finance matters for the State of California as bond and disclosure counsel, including the issuance of general obligation commercial paper notes, general obligation bonds and revenue anticipation notes, negotiation and review of credit and liquidity agreements related to such obligations and disclosure related to same.
