When Recovery Fails: State Intervention and Local Government Bankruptcy

Orrick’s Marc A. Levinson, former Orrick partner John H. Knox, and Shayne Kavanagh of the Government Finance Officers Association (GFOA), recently co-authored an article for the GFOA’s Fiscal First Aid program, which outlines a process for the financial rehabilitation of local governments. The article provides guidance to local governments about the more drastic options available should they fail to successfully navigate a recovery from the financial crisis exacerbated by the COVID-19 crisis.
