Orrick Grows Texas Public Finance Team

  • Clayton Holland, a Chambers-ranked Public Finance lawyer, joins Orrick as a partner in Houston.
  • Clay has served as bond counsel for over $4 billion of school district bonds and $2 billion in charter school bonds over the past five years, as well as advising on general obligation financings, utility revenue financings, lease revenue financings, conduit financings, industrials revenue bonds, special assessment financings, and tax credit bonds. In addition, Clay serves as underwriter’s counsel and bank counsel.
  • He previously served as Assistant Attorney General in the Public Finance Division of the Office of the Attorney General of the State of Texas (2007 to 2012).
  • He is the second addition to Orrick’s Chambers Band 1-ranked Public Finance team over the past year following Jade Turner-Bond in Los Angeles. The team has ranked as top bond counsel nationwide for the past 25 years, advising on 415 transactions aggregating nearly $66 billion in 2025 – the most active team in the country with an 11.6% national market share (Bond Buyer).
  • Clay joins the firm from Hunton Andrews Kurth.
