Patricia Eichar serves as bond, disclosure, issuer and underwriter counsel for a variety of public infrastructure, 501(c)(3) nonprofit, enterprise fund, general obligation and other financing structures. 

 Ms. Eichar has represented issuer and underwriter clients in transactions involving tax-exempt financings for health care organizations and other types of 501(c)(3) organizations.

Ms. Eichar has represented various municipal issuers, including the State of California, in the issuance of general obligation bonds, deficit bonds, revenue anticipation notes, lease revenue bonds and land-secured bonds, and in municipal lease and redevelopment financing.

Ms. Eichar serves as special counsel to the California Statewide Communities Development Authority for its 501(c)(3) conduit financings.

In addition to her work representing municipal issuers and underwriters, Ms. Eichar has taken on multiple pro bono projects, including prosecuting guardianships for Sacramento's Voluntary Legal Services Program.

    • Co-lead associate on bond counsel team for California Statewide Communities Development Authority (CSCDA) in its issuance of $1.895 billion of revenue bonds secured by Proposition 1A receivables sold to CSCDA by more than 1200 California local agency participants in 2009, which was at the time the largest pooled financing.
    • Lead associate on bond counsel team for the issuance by the City of San Buenaventura of $350,000,000 of revenue bonds for the benefit of Community Memorial Health System for the construction of a replacement hospital in 2011.
    • Lead associate on bond counsel team for $76,970,000 California Health Facilities Financing Authority Insured Revenue Bonds (Community Program for Persons with Developmental Disabilities), Series 2011A and Taxable Series 2011B.
    • Lead associate as bond and disclosure counsel for the issuance of $16,280,000 Eureka Public Financing Authority Wastewater Revenue Bonds, Series 2011.
    • Bond and co-disclosure counsel for issuance by the State of California of $3,400,000,000 Taxable General Obligation Bonds (including $2.5 billion of Build America Bonds) in 2010.
    • Member of a bond counsel team for the issuance by the California State Public Works Board of $62,950,000 Lease Revenue Bonds in 2008.
    • Member of a team representing underwriters and remarketing agents in various conduit transactions for Catholic Health Initiatives.
