Drawing upon her years of experience as an attorney in the Office of Administrative Judges and Dispute Resolution at FERC, Kayla anticipates her clients’ needs and sheds light on the inner workings of the Commission.

Kayla draws on her prior experience as an attorney in the Office of Administrative Judges and Dispute Resolution at the Federal Energy Regulatory Commission (FERC) to advise clients on FERC litigation, policy, and procedure. Kayla has extensive knowledge in issues arising under the Federal Power Act, the Public Utility Holding Company Act of 2005, Public Utility Regulatory Policies Act, and the Natural Gas Act. She also represents LNG developers and natural gas pipeline companies in all aspects of FERC authorization and certificate matters. Kayla also helps clients navigate FERC-regulated wholesale energy, capacity, and ancillary services markets.

    • Assisted with preparation of applications under the Natural Gas Act for FERC authorization to site, construct and operate LNG terminals and natural gas pipelines.
    • Performed FERC and State regulatory due diligence for solar developers, including review of interconnection agreements, power purchase agreements, net metering agreements, and membership interest purchase agreements.
    • Provided support for obtaining and maintaining compliance with State and Federal regulatory approvals for clean energy Transmission project.
    • Provided litigation and settlement support in regulatory matters before FERC and State commissions.
    • Assisted with FERC compliance matters, including preparation and submission of Electric Quarterly Reports, Qualifying Facility Certifications, Exempt Wholesale Generator Certifications, and Market-Based Rate Relational Database submissions.
