Zachary's practice focuses on environmental law in connection with energy project finance and development, mergers and acquisitions, and corporate matters. Zachary also has experience advising clients on environmental aspects of ESG reporting and disclosure.

Zachary assists clients in the energy, real estate and other sectors with environmental and permitting issues associated with transactional matters and corporate disclosures. He has experience working on matters related to regulatory compliance, land use, permitting, federal and state environmental review, cultural resources, endangered species and environmental aspects of ESG reporting and disclosure. He also has extensive experience in environmental matters associated with the development and permitting of LNG terminals and natural gas pipeline projects.

Prior to joining Orrick, Zachary was at the White House Council on Environmental Quality.

    • The Port Authority of New York and New Jersey in connection with the redevelopment of the Central Terminal Building at New York LaGuardia Airport.
    • Represented client on environmental and permitting aspects of two geothermal portfolio acquisitions comprising five operational geothermal plants totaling 121 MW.
    • Represented client on environmental and permitting aspects of the repowering and debt financing of 270 MW wind facility in Texas.
    • Project financings for wind energy developments in California, Texas, Oklahoma, Iowa, Indiana, Colorado, South Dakota, Illinois, Nebraska, Kansas, Illinois, Missouri, Montana, West Virginia and Utah.
    • Project financings for solar energy developments in California, Arizona, Texas, Hawaii, Indiana, Minnesota, North Carolina, Nevada, Virginia, and New Jersey
    • Represented clients on environmental and permitting aspects of LNG terminal and natural gas pipeline development.
