Lowell brings a unique combination of transactional, regulatory, and litigation experience to renewable energy development, representing developers, investors, and corporate buyers on complex transactions.

Lowell advises renewable energy developers, investors, and corporate energy buyers on the full lifecycle of project development. His practice focuses on drafting and negotiating power purchase agreements (PPAs), virtual PPAs, energy storage service agreements, tolling agreements, and engineering, procurement, and construction contracts. He also supports clients with interconnection, transmission, and regulatory matters. Drawing on his regulatory advocacy and litigation background, Lowell provides strategic, solutions-oriented counsel that helps clients identify and mitigate risks early in the development process, avoiding costly delays and disputes.

Before joining Orrick, Lowell served as a junior partner at a renewable energy-focused law firm where he led the representation of developers of solar, wind, hydroelectric, generation-plus-storage, and biomass projects. His work included negotiating offtake agreements, navigating complex regulatory environments before state utility commissions and the Federal Energy Regulatory Commission, and handling appellate litigation related to renewable energy project development under the Public Utility Regulatory Policies Act and renewable energy project rights.

Prior to practicing law, Lowell served as a climate policy analyst for an international non-governmental organization in Washington, D.C., where he worked closely with the U.S. Environmental Protection Agency and Environment Canada on climate policy initiatives and contributed to the historic 2016 Kigali Amendment to the Montreal Protocol. Lowell's experience in navigating federal regulatory and agency processes and building consensus among diverse stakeholders informs his practical, solutions-oriented approach in counseling clients on their project development needs.
