Alison brings more than two decades of experience helping issuers and not-for-profit institutions access the municipal bond market while assisting banks and financial institutions with providing accessible project capital and maintaining federal compliance. With each transaction, Alison works with her clients to improve communities, provide access to resources, and expand cultural opportunities.

From setting up direct purchase programs for banks to creating interest rate products for underwriters to guiding clients through complex disclosure issues, Alison’s breadth of experience gives her a distinct 360-degree view of the market. Her knowledge encompasses all financing structures including variable rate debt, tax-exempt and taxable debt, general obligation and revenue bond financings, letters of credit and liquidity supported bonds, conversions, restructurings, reofferings, direct placements with financial institutions and private placements and rule 144A and 4(a)(2) offerings.

Alison also has a particular focus on post-issuance compliance matters. She has assisted the underwriters and obligated persons with the SEC’s Municipalities Continuing Disclosure Cooperation Initiative as well as with their ongoing continuing disclosure compliance obligations.

Alison is committed to mentoring and creating opportunities for women in the public finance industry in her roles as a board member, vice president and co-chair of the mentoring committee for the Northeast Women in Public Finance.

  • Alison regularly provides counsel to healthcare institutions, education institutions, banks, cultural institutions and other non-profit entities:

    • Hospitals and Healthcare Institutions: For over 20 years, Alison has served as bond counsel to Northwell Health and NYU Langone Health on their bond financings through the Dormitory Authority of the State of New York totaling billions of dollars.
    • Charter Schools and Private Schools: Alison has served as borrower’s counsel, disclosure counsel, lender’s counsel and underwriter’s counsel on innovative financings for program and improvement projects for many private schools and charter schools throughout the nation.
    • Higher Education: Alison brings deep experience with the complexities of higher education financings, working with renowned institutions such as Georgetown University and the Touro University System.
    • Museums and Cultural Institutions: Alison has worked on financings for some of the preeminent museums and cultural institutions in the world, including The Museum of Modern Art, The Frick Collection, The Juilliard School, Lincoln Center, and Carnegie Hall.
    • Banks and Lenders: Alison serves as bank counsel and underwriter’s counsel for various national banks with respect to compliance with federal securities laws.
