Paul advises energy sector developers, investors and utilities on project development, financing and M&A transactions.

Paul has extensive experience representing developers, investors, utilities and other strategic participants in the development, financing, acquisition and divestiture of renewable and conventional power projects and other infrastructure assets in a broad range of transactions. He has served as lead counsel on many innovative and complex U.S. renewable energy transactions in recent years, with a particular focus on the solar, wind, energy storage and clean tech sectors.

Paul is recognized by Chambers USA and Chambers Global, where clients describe him as “keenly aware of ongoing market developments” and knowing “what it takes to bring abstract project ideas from the drawing board into commercial operation.”

Paul also serves as the Office Leader for Orrick's 200-lawyer Washington, D.C. office.

  • Project Development and Financing

    • Project sponsor in the acquisition, development and financing of a 125 MW solar project in Texas.
    • Developer on a $200 million development loan for financing of a pipeline of solar and battery storage projects.
    • Renewable energy platform on a $640 million senior secured construction loan facility for the development of two solar plus storage projects in Texas. 
    • Global renewable energy developer on the repowering and sale of RECs and PTCs from a 179 MW wind facility.
    • Project developer and sponsor in the debt and tax equity financing of a solar energy project in Hawaii.
    • Project developer and sponsor in the project development and construction and term loan financing for two U.S. wind energy projects.
    • Project developer in the sale, construction financing and tax equity financing of four U.S. wind projects with a total capacity of 480 MW.

    • Project owner and sponsor on the project acquisition and formation of a joint venture for a large offshore wind energy project in the United States.
    • Developer on the sale of wind and solar energy projects in Iowa and Texas.
    • Independent power producer on the divestiture of an early development-stage solar and energy storage projects.
    • Project sponsor and developer in the sale of wind energy projects in Texas, Oklahoma and Illinois totaling over 500 MW.

    • Strategic investor in the acquisition and management of a large portfolio of ownership interests in power generating facilities in the U.S.

    • Electric cooperative in its power solicitations to acquire long-term wind, solar and firm conventional power, and the subsequent PPA negotiations.
    • Project sponsors in energy hedging transactions for wind energy projects in multiple jurisdictions.
    • U.S. utility in power solicitations and negotiations for long-term electric power supply and the resulting power purchase transactions, and in its solicitation and subsequent contracting for demand-side reduction services.
