Orrick Advises PANYNJ on JFK Airport Terminal 4 Expansion

Orrick’s Infrastructure lawyers advised the Port Authority of New York and New Jersey (PANYNJ) on the $1.5 billion Terminal 4 expansion project at John F. Kennedy International Airport (JFK). Financed by private capital, the agreement with Delta Airlines and JFK International Air Terminal (JFKIAT) includes plans to expand and renovate Terminal 4 as part of the overall transformation of JFK Airport into a 21st century global gateway.

The project will increase the capacity of the airport by adding 150,000 ft2 of new gate areas, seating and general space and 10 new aircraft parking positions to JFK’s largest terminal. Project completion is expected in summer 2023. The redevelopment will play a critical role in driving job creation and contracting opportunities for local businesses and serve as a catalyst for economic recovery after the pandemic. The modernization plan was initially authorized in February 2020, but was revised due to the severe impact of the COVID-19 pandemic on air travel. 

The team was led by Young Lee and included Victoria Boyne, John Grant, Helen Pennock, Robert Lawrence, Sue Cowell and Dan Eliades.
