Rachel regularly advises clients on the applicability of federal and state laws governing internet gambling, prediction markets, sports betting, fantasy sports, advance deposit wagering, and other forms of gaming. She has extensive experience guiding companies and individuals through state gaming licensing investigations, conducting internal investigations, and responding to regulator inquiries. She counsels non-gaming clients on the “gamification” of their products and services and advises with respect to the laws governing contests, sweepstakes, “mystery boxes,” “card breaks,” and other types of promotions. Rachel also advises marketing and advertising clients on advertising restrictions and disclosures, including FTC endorsement guidelines.
Rachel has drafted dispositive motions for social casino and video game platform clients in multi-state, mass, and class actions, including successful motions to dismiss claims under Section 230 of the Communications Decency Act. She was recognized as the 2024 Orrick D.C. Office Pro Bono Attorney of the Year for her representation of a women’s health clinic at a five-day bench trial that successfully enjoined Michigan laws impeding abortion access. She also has experience identifying gaming and consumer protection regulatory risks in connection with M&A transactions.
Before joining Orrick, Rachel was a Corporate Associate at another global law firm where she conducted internal investigations and represented clients before the Department of Treasury, CFIUS, the Bureau of Industry and Security, and the House Banking Committee. Rachel received her J.D. from Harvard Law School and her B.A. in Economics from Yale University.
