Zachary advises municipalities, DOTs, federal agencies, project sponsors, lenders, and buyers across the full lifecycle of large-scale infrastructure projects. He is adept at drafting and negotiating concession agreements and complex construction contracts, as well as preparing procurement and bid documentation. He coordinates debt and equity financings, facilitates joint ventures arrangements, and guides clients through acquisitions of major projects.

Zachary has particularly deep experience with transportation projects, including toll roads, rail, and aviation. He also counsels clients on water infrastructure and has advised on a wide range of vertical construction matters, such as luxury hotels, high-rise residential towers, and convention center developments.

Zachary combines a sharp commercial focus with a practical understanding of procurement, delivery, and financing structures to drive projects from concept to close.
