Hoang practices within the Public Finance Department. Hoang serves as bond counsel, disclosure counsel, underwriters’ counsel, issuer’s counsel, and bank’s counsel in connection with a broad range of taxable and tax-exempt transactions, including education, health care and transportation matters.

Hoang has significant experience in representing banks and other financial institutions on financings for nonprofit entities, direct purchase and private placements of municipal and governmental debt, and letter of credit and liquidity facilities for variable rate bonds and commercial paper programs.

    • Bond counsel and bank counsel for national, regional and local banks for taxable and tax-exempt financings for nonprofit entities, including private schools, colleges and universities, hospitals and other health care-related entities.
    • Bond counsel to state agencies, independent school districts, cities, counties and other political subdivisions within Texas on bond issues and commercial paper programs.
    • Bank counsel to banks and financial institutions on purchase of bonds, notes and other municipal obligations issued by municipal and other governmental entities.
    • Disclosure counsel and underwriters’ counsel on bond issues for transportation projects.
    • Bank counsel to banks and financial institutions on letter of credit and liquidity facilities for bonds and commercial paper programs.
