Sarah Filosa is a strategist in Orrick’s Public Policy group. Sarah designs and implements multi-state legislative strategies that help clients advance their business and policy priorities.
Sarah oversees networks of in-state lobbyists and consultants, coordinates integrated advocacy and media efforts and advises on political engagement and government relations.
Sarah’s work spans the full lifecycle of the policy process—from research, message development and stakeholder engagement to coalition-building and legislative execution. She helps clients navigate complex state landscapes, anticipate emerging challenges and influence outcomes that drive meaningful impact.
Before joining Orrick, Sarah served as Senior Public Affairs Manager at Pacaso, where she led legislative strategies across multiple states. Earlier in her career, she worked at Praxis Public Relations, advising clients on navigating state and municipal government processes and regulatory approvals.
