Sam advises nuclear, fusion and other energy companies on a wide range of regulatory and commercial matters.

Sam supports energy companies through complex regulatory and commercial matters, with a focus on advanced nuclear and fusion energy. Before joining Orrick, Sam spent time at the U.S. Nuclear Regulatory Commission where he worked on licensing of nuclear reactors, waste facilities, fuel facilities, and nuclear materials. This included representing staff before the Atomic Safety and Licensing Board and working on the licensing of multiple first-of-a-kind small modular reactors. He has also spent time at the Federal Energy Regulatory Commission's Office of Administrative Law Judges.

    • Argued before the NRC's ASLB twice on matters related to first-of-a-kind SMR project. *
    • Advised NRC staff on a myriad of licensing matters related to both traditional and advanced nuclear. *
