Young is a lawyer in the Energy and Infrastructure Group who focuses on large infrastructure projects using public-private partnerships (PPP/P3).

Young represents sponsors, lenders and investors in the development, construction, financing and operation and maintenance of complex infrastructure projects and the acquisition and sale of projects and companies in the infrastructure sector. She has been involved in many of the largest U.S. PPP transactions that have achieved financial close in the past several years.

Young has acted as lead counsel in numerous project financings, acquisitions and other strategic arrangements in the United States and abroad. These transactions have involved, among other assets, toll roads, airports, port facilities, generation assets, telecommunications infrastructure, water and waste facilities, and companies owning portfolios of infrastructure assets.

Young also serves as Lead Director of Orrick's Board.

  • Government Counsel

    • Gateway Development Commission on various aspects of the Hudson River Tunnel Replacement Project including P1C package procurement and construction contract, delivery partner engineers/ construction services agreement and interface.
    • The City of New York Department of Design & Construction US$8.8 billion Design-Build Borough-Based Jail Program.
    • Port Authority of New York and New Jersey (PANYNJ) on the development of its standard form design-build program for all Port Authority assets.
    • PANYNJ on two large-scale design-build substation projects at JFK Airport.
    • The Metropolitan Transportation Authority on its first-availability payment Accessibility & Elevators P3 Project.
    • Los Angeles World Airports (LAWA) on their LAX cargo facilities P3 project.
    • PANYNJ in the redevelopment and expansion of JFK International Airport and associated infrastructure for Terminals 1, 4, 6 and 8.
    • PANYNJ in the redevelopment of the Hudson River underwater rail crossings and associated infrastructure (Gateway Project).
    • PANYNJ in connection with the procurement for the privatization of the Central Terminal Building at LaGuardia Airport.

    • A syndicate of banks issuing debt financing for a sponsor delivering broadband fiber to the premises connectivity across several U.S. states.
    • University of San Diego on their Presidio Terrace student housing project which is a student housing development with 650 student beds on Linda Vista Rd in San Diego to be designed, constructed and owned by Michaels Student Living.
    • University of San Diego on the University Terrace project which is a proposed 410-unit apartment building on 2.6 acres on Goshen Street in San Diego to be designed, constructed and owned by CedarSt/Silvergate.
    • Macquarie and Shikun & Binui as sponsors counsel for PennDOT’s Pathways Major Bridge P3 initiative, which is the first transportation-related P3 to close utilizing a pre-development agreement (PDA) structure.
    • Transurban in Fred Ex and Project NEXT P3 projects and related debt and equity financings.
    • A consortium in their bid for the Georgia Department of Transportation SR 400 Express Lanes Project.
    • Miami-Dade County Courthouse P3 transaction to DBFOM a new 600,000 square foot courthouse facility in Miami-Dade County to replace the current facility, being procured by Miami-Dade County's Internal Services Department.
    • Macquarie/First Solutions/LedCor consortium as financing counsel for the KentuckyWired fiber optics project creating a market-setting innovative solution with tax-exempt financing.

    Infrastructure Asset M&A

    • VINCI Highways in the acquisition of Denver’s Northwest Parkway toll road P3 concession company.
    • Ardian in the acquisition of CampusParc, the concessionaire for the parking facilities at Ohio State University.
    • An international infrastructure company in the acquisition of a majority interest in the SH-288 Toll Lanes.
    • An infrastructure-focused private equity fund and a construction company in their joint divestiture of Elizabeth River Crossings.
    • An infrastructure-focused fund in the sale of a minority interest in the Indiana Toll Road.
    • Macquarie in the auction sale of equity interests in a portfolio of maritime port assets in the U.S. and Canada.
    • Macquarie on its disposition of the Fraser Surrey Docks Container Terminal, a port terminal in greater Vancouver, Canada.
    • A concessions company in the potential acquisition of an airline terminal concession at a U.S. airport.
    • IFM Investors Pty Ltd in its US$5.72 billion acquisition of 100% of the membership interests of ITR Concession Company, a wholly owned subsidiary of Statewide Mobility Partners, a Cintra/ Macquarie joint venture.

    • A syndicate of lenders and note purchasers in the refinancing of existing debt for the University of Iowa Energy Collaborative, the P3 between the University of Iowa, ENGIE and Meridiam.
    • Meridiam and NORESCO as co-sponsors in closing the US$300 million Fresno State University Central Utility Plant Project.
    • Lenders in closing the Duquesne University Energy P3 Project.
    • Macquarie on two geothermal portfolio acquisitions creating one of the largest independent geothermal platforms in the U.S.
    • Sponsors in their bid to design, build, finance, operate and maintain the New Jersey Transit microgrid project.
    • New York Green Bank in an offshore wind transaction.
