Zachary (Zach) Kahn is a Policy Director in Orrick’s Public Policy group. Zach designs and executes multi-state legislative strategies that help clients advance their business and policy objectives.
Zach oversees networks of in-state lobbyists and consultants, coordinates integrated advocacy and media initiatives, and provides strategic guidance on political engagement and government relations.
Zach’s work spans the full lifecycle of the policy process—from research, message development, and stakeholder outreach to coalition‑building and legislative execution. He helps clients navigate complex state environments, anticipate emerging challenges and influence outcomes that drive meaningful impact.
Before joining Orrick, Zach developed significant expertise in policy and government affairs in the transportation, energy, infrastructure and technology sectors. Most recently at Tesla, Zach led policy and government affairs efforts for all Tesla products in more than twenty states across the country.
