Rebecca joined the Energy & Infrastructure Group at Orrick in March 2022. She advises governmental agencies and private sector clients on the procurement, delivery, and management of major infrastructure and construction projects.

Rebecca has extensive experience across a wide variety of delivery models, including design-build, public-private partnerships (P3), construction management-build, and progressive design-build. Her practice covers a broad spectrum of infrastructure assets, such as airports, rail, roads, hospitals, schools, and correctional facilities.

Rebecca supports clients through all phases of the project life cycle and is frequently embedded with project teams to provide practical, solutions-focused advice that balances legal risk with project objectives.

Prior to joining Orrick, Rebecca was a senior associate in the major projects and construction group of a leading Australian law firm, where she advised on complex infrastructure transactions.

    • The City of New York Department of Design & Construction on the $8.8 billion Design-Build Borough-Based Jail Program.
    • The Metropolitan Transportation Authority on its $965.2 million Accessibility & Elevators P3 Project.
    • The Metropolitan Transportation Authority in connection with the extension of cellular service in the New York City subway tunnels and other cellular and Wi-Fi network expansions across the MTA, LIRR and MNR systems.
    • The Gateway Development Commission on various aspects of the procurement of the Hudson River Tunnel Replacement Project.
