Alex advises clients on the development and commercialization of complex energy and infrastructure projects, with a focus on structuring and negotiating offtake and other key commercial arrangements that underpin successful project outcomes.

Alex’s experience spans =the solar, onshore and offshore wind, energy storage, hydroelectric, nuclear and transmission sectors, advising clients on a range of offtake structures, including physical and virtual power purchase agreements, tolling agreements, REC and environmental attribute purchase agreements and other innovative arrangements.

Alex guides clients on the project development, financing and structuring considerations critical to successful offtake arrangements. This includes permitting, engineering, procurement, construction, project finance, M&A and advising on other strategic commercial initiatives in the energy and infrastructure space.

Alex previously served as Deputy General Counsel at the New York State Energy Research and Development Authority (NYSERDA), where he managed and negotiated multi-billion-dollar offtake contracts for utility-scale clean energy projects in support of New York’s broader decarbonization objectives, as well as contracts governing NYSERDA’s investment in port infrastructure and other clean energy supply chain projects. He also has experience advising on power, natural gas and other infrastructure projects across the U.S., Caribbean, Latin America, Africa, Asia and Europe. Before practicing law, Alex worked at a water and wastewater treatment project developer in China.
