Kathy advises owners, developers and public agencies on the procurement, development and delivery of complex infrastructure and capital projects across all major project delivery models, including design-bid-build (DBB), design-build (DB) and construction management/build (CM/Build).
Drawing on more than a decade of in-house leadership experience, she partners with clients to structure procurements, negotiate and administer construction contracts, manage project risk and navigate complex legal and commercial issues from project inception through completion.
Before joining Orrick, Kathy practiced in the construction group of a leading law firm, where she represented general contractors and design-builders in contract negotiations and project delivery strategy for major construction projects. Before moving into private practice, Kathy served as senior deputy general counsel for New York City’s Department of Design and Construction (DDC), the city's primary capital construction agency. She provided strategic counsel on public procurement, contract negotiations, bid protests, procurement disputes, insurance, risk management, compliance and ethics matters. During her 12-year tenure, Kathy helped transform New York City’s approach to alternative project delivery by developing the agency’s DB procurement framework and implementation processes. She also played a leading role in the development and execution of the City’s multibillion-dollar Borough-Based Jail Program, which is the largest vertical DB program of its kind in the United States.
