Maxwell has extensive experience negotiating and drafting energy-related commercial agreements, including power purchase agreements utilizing a variety of physically- and virtually-settled offtake structures, asset management agreements, renewable energy credit agreements and shared facilities agreements, among others. He supports mergers and acquisitions in the energy space and advises and represents owners, purchasers and developers of energy infrastructure in a variety of regulatory and enforcement matters before the Federal Energy Regulatory Commission (FERC).

Maxwell brings clients perspective and insights honed through a diversity of experience in the energy industry, including:

  • service in FERC's Office of Enforcement, where he gained insight into wholesale energy market rules, structures, and regulatory requirements by serving as an investigator and prosecutor charged with ensuring public utility compliance with the Commission's rules, regulations, and orders, including the prohibition of market manipulation;
  • in-house with a regulated electric and natural gas distribution utility, where he focused on distributed generation issues, wholesale electricity market strategy, and FERC and NERC compliance; and
  • in large, international law firms advising and representing energy and financial clients across a broad spectrum of transactional, FERC regulatory, and FERC enforcement matters.
