Trump Launches AI “Genesis Mission”: What Should Companies Know?

1 minute read | December.19.2025

On November 24, President Trump issued Executive Order 14363, launching the "Genesis Mission," to increase federal scientific initiatives through artificial intelligence (AI). The White House also released a fact sheet summarizing the initiative.

The project will be led by the Department of Energy (DOE), to build an integrated AI platform using federal scientific datasets, high-performance computing and partnerships across government, academia and industry.

The EO does not impose obligations on private companies, but may impact the AI market.

Here are the four key things to know:

  • Purpose: The “Genesis Mission” will be a “coordinated national effort to unleash a new age of AI-accelerated innovation and discovery,” with a particular focus on national challenges such as advanced manufacturing, biotechnology, critical materials, energy, quantum information science and microelectronics.
  • Responsible Agency: The project will be led by the Department of Energy (DOE), with the Secretary of Energy leading implementation within DOE and the Assistant to the President for Science and Technology assigned with general leadership and interagency coordination responsibilities.
  • Identification of National Challenges: The DOE Secretary will develop a list of national science and technology challenges the Mission will focus on addressing.
  • New American Science and Security Platform: The DOE Secretary will create and operate an “American Science and Security Platform,” which will be designed to provide the nation high-performance computing, AI modeling and computational tools, secure access to datasets, and autonomous experimentation capabilities.

The EO is a meaningful signal of support for the development and use of AI at the Federal level, and companies should monitor for potential opportunities to leverage Mission resources or engage in related initiatives.
