Steffi Chan

Steffi has participated as bond counsel, disclosure counsel and underwriter’s counsel on a variety of transactions ranging from complex, innovative, and bespoke financing structures to traditional governmental bond work. In particular, Steffi focuses on California local government financing structures including general fund lease revenue bonds and certificates of participation; Mello-Roos bonds, assessment district bonds and other land secured financing structures; and general obligation bonds. Steffi serves as lead counsel to California Statewide Communities Development Authority on its Statewide Community Infrastructure Program, one of the most active issuers of California land-secured bonds. Steffi's practice also includes sales tax revenue financings, pooled and conduit Marks-Roos financings, and project revenue financings for workforce housing, senior living, and student housing.

Steffi was selected by Chambers as an "Associate to Watch" in 2024 and 2025 and was honored as a Rising Star by The Bond Buyer in 2025. Steffi serves as co-President of Asian Americans in Public Finance and as a Board member of Women in Public Finance NorCal.
