Douglas Goe, a partner in the Portland office, is the vice chair for the firm’s Public Finance Department in the Pacific Northwest. He also is the partner-in-charge of Orrick’s Portland office.

Doug is senior partner with decades of experience in public finance and municipal bond law, including federal, state and tribal tax and securities law issues.

Doug serves as bond counsel for the State of Alaska, the Alaska Municipal Bond Bank Authority, Oregon Department of Transportation, the State of Oregon concerning the issuance of General Obligation Bonds for Higher Education and Oregon Health and Science University. Doug also serves as the primary lead bond counsel for the Oregon Facilities Authority on higher education, hospital and other conduit 501(c)(3) revenue bond issues.

He also has served as bond counsel or underwriters counsel to conduit revenue bond issuers in the States of Washington, Oregon, California, Texas, Idaho, Wyoming, Mississippi, Alaska, Arizona and Wisconsin. Doug has served as bond counsel or underwriters counsel on nonprofit CCRC financings in California, Florida, Oregon, Texas, Washington and Wisconsin.

  • Doug is bond counsel to many Oregon and Washington state departments, commissions and boards, and numerous Oregon cities and counties. Doug works on large transportation financings for highways, bridges, transit, airport and marine facilities and serves as bond counsel to The Port of Portland and ODOT.

    Doug is actively engaged in Oregon public and civic affairs. Since 2008, Doug has chaired the Oregon Short Term Fund Board.  In addition, he is chairman of the Waverley Historic Foundation. Doug also has served on the boards of the Portland State University Foundation, Classroom Law Project, Metropolitan Youth Symphony, Museum at Warm Springs, Arlington Club, Arlington Club Heritage Foundation, Waverley Country Club and Pumpkin Ridge Golf Club. For 20 years, Doug served as pro bono corporate counsel to the Oregon Coast Aquarium.

    For more than 35 years, Doug has worked on large and small industrial, economic development, and solid waste disposal projects for manufacturing, paper and newsprint, microchip and waste disposal companies.  In 2018, Doug served as bond counsel on a financing for the Industrial Development Authority of Pinal County, Arizona that won the Green Bond of the Year Award.

    Doug serves as bond counsel to a number of school districts on general obligation, full faith and credit and pension bond financings. He was responsible for helping draft the initial legislation that authorized school districts and local governments to finance their unfunded actuarial pension liabilities.

    For more than 30 years, Doug also has served as bond, underwriter’s counsel and bank counsel on a broad range of tribal financings for tribal schools, utilities, justice centers, healthcare, hydroelectric dam facilities, manufacturing and economic development projects. He also has worked on a variety of financings for tribal gaming facilities, resorts and convention facilities. Doug also advises tribal clients on direct investment projects and other investment and economic development related matters.

    Among other tribal clients, Doug serves as bond counsel to The Confederated Tribes of the Warm Springs Reservation of Oregon.  For more than 20 years, Doug served as bond counsel and special finance counsel to The Navajo Nation.
