Dan Ullman advises crypto, fintech and gaming clients on navigating complex and rapidly evolving regulatory landscapes. He draws upon experience and insights from more than two decades in financial services enforcement and litigation, including sixteen years at the U.S. Commodity Futures Trading Commission (CFTC), where he most recently served as an Associate Director in the Division of Enforcement.

Dan has extensive knowledge of the Commodity Exchange Act, its Dodd-Frank amendments and CFTC regulations, as well as the full spectrum of financial derivatives, including futures, swaps, options, digital assets, prediction markets, event contracts and physical commodities. He is recognized for his ability to address complex matters concerning market manipulation, disruptive trading, spoofing, wash trading, registration and swap-dealer compliance. This strong regulatory background, combined with investigative, litigation and trial experience, enables Dan to provide clients with holistic, strategic representation that anticipates regulatory expectations while positioning them effectively in potential enforcement or dispute scenarios.

During his tenure at the CFTC, Dan led some of the agency’s most significant enforcement actions, including high-profile matters involving multinational banks and cross-market manipulation. He also worked on the landmark case establishing CFTC jurisdiction over digital currency as a commodity. Dan has extensive “first chair” trial experience in federal courts and has coordinated parallel actions with the Department of Justice, Securities and Exchange Commission, and international regulators. His effectiveness and leadership in major enforcement actions earned him the CFTC Chairman’s Award for Exceptional Service (2017) and the Chairman’s Award for Staff Excellence (2020).

Before joining the CFTC, Dan gained considerable experience in private practice, representing multinational corporations in complex commercial, securities, product liability, mass tort and bankruptcy matters, with a focus on multidistrict litigation, trials and consumer class actions.
