Pascal Agboyibor, head of Orrick’s Africa practice, is a leading authority on African projects and financings relating to energy, infrastructure, mining and agriculture. Formerly leader of Orrick’s Paris office, he serves on the firm’s board.

Financial Times named Pascal one of the ten most innovative lawyers in Europe in 2014. FT described him as “passionate about bringing infrastructure and commercial stability to Africa” and praised his “in-depth understanding of local business markets and socio-political contexts on the continent”, particularly in Western and Central African nations. In a cover profile entitled, “The Man Who Whispers in the Ears of Giants”, Forbes Afrique noted Pascal’s “will to foster the emergence of Africa” and the “diplomacy, reliability and ethics” that he brings to client counselling and negotiations.

Pascal is advising on the financing of the Grand Inga, a planned hydroelectric dam on the Congo River that is expected to increase the continent’s energy output by 50 percent. He advised the Republic of Guinea on a number of complex and integrated mining projects. Pascal has also played a key role on the development of OHADA law, the uniform code of 17 West and Central African states, and financial markets regulation, and both local and global authorities regularly seek his counsel on policy matters. Pascal leads Orrick's Africa practice, a group of corporate, finance and dispute resolution lawyers worldwide and specialized in advising on African projects in a number of sectors including oil & gas, power, mining, agriculture and infrastructure. The team received, in 2013, the Best Africa/Energy & Infrastructure Practice Award (Trophées du Droit - Décideurs) and is recognized in Chambers Global’s Africa-wide rankings.

  • A wide range of market participants have turned to Pascal for counsel, including governments, multilaterals, lenders and private investors. Pascal’s clients include the African Development Bank, the Democratic Republic of the Congo, Gecamines, Cauris Management, EDF and the Republic of Guinea.
