Industry operators are asking many questions about the repercussions of the government crisis on the renewables market and on the many fundamental measures that have been awaited and that were, at last, on the home stretch: definition of eligible areas, incentives for off-shore wind, decree on biomethane, and many others. Daria Buonfiglio discusses with Tommaso Barbetti, founding partner of Elemens, on what might await us in the coming months.
Last week the European Parliament voted to keep natural gas (and nuclear power) in its taxonomy of sustainable economic activities with the aim of redirecting fundings towards these projects in the pursuit of decarbonization. How will this decision affect investments in the Italian energy sector? Does Italy need new gas plants to face the energy crisis and accelerate the energy transition? Is it true that gas distribution infrastructures can also be used to transport green hydrogen? What role can green hydrogen play in the decarbonization of our industry? Daria Buonfiglio asks these and more questions to Michele Governatori, Power & Gas Programme Lead at ECCO, the first independent Italian climate change think tank.

In this episode, together with our guests Umberto Bordino and Enrico Cocchi, both senior associates of Torresi e Associati, we tried to shed some light on the issue concerning the possibility of cumulating the tax benefits deriving from the Tremonti Ambiente and the incentive tariffs provided by some of the Conto Energia. After an indication of the most relevant regulations and rulings on the matter that have taken place in recent years, we discussed Article 36 of DL 124 of 2019, defining its content and the main difficulties that operators have encountered in applying the rule.

The involvement of local communities and administrations in the context of authorization processes of renewable plants is essential for an acceleration of the development of renewables in Italy. In this episode, Daria Buonfiglio hosts Costanza Scarascia Mugnozza, who talks about the regulatory and jurisprudential context regarding compensatory measures, and Ludovica Nigiotti, Head of Development for Italy and Spain at RWE, who presents the most successful initiatives carried out by RWE in Italy with a comparison with the Spanish context.

There are numerous advantages of floating photovoltaics in Italy, first and foremost the fact that it does not require land occupation. But what are the competitiveness profiles of this technology in comparison to ground-mounted photovoltaics? What is the interest of investors and banks in this technology? We asked these and other questions to Michele Tagliapietra, Global Practice Lead for Floating Solar at DNV.

Celeste Mellone and Daria Buonfiglio go over the main novelties introduced by the Energy Decree regarding authorisation procedures. They anticipate some of the amendments that will lead to possible changes to the text of the law and conclude with a call for the adoption of the measures considered most urgent by the operators in the sector, again with regard to authorisation procedures.

The Government and Parliament are working harder than ever to contribute to the development of renewables in Italy. Our guest on this episode is Senator Gianni Girotto, President of the 10th Commission for Industry, Commerce, Tourism, with whom we discussed the necessary measures for the further spread of renewables, including storage, and the prospects for the development of energy communities.
The Energy Decree, as converted into law, provides that the GSE, a state owned company managing the incentive schemes for renewables in Italy, can buy the energy produced by renewable plants through the execution of long term PPAs and then sell it, at discounted prices, giving priority to a short list of selected entities which include energy-intensive companies. The aim of the provision is to support those companies which are most suffering from the energy crisis giving them access to reasonable prices not influenced by the ongoing speculations.
Guests of this episode are Carlo Montella, partner and global Deputy Business Unit Leader of the Energy and Infrastructure practice at Orrick and Stefano Cavriani, founder and director at Ego Energy. Our guests will discuss which market segments will be more affected by this new piece of legislation and what criticalities they see in its implementation.
In the last decade, Italy has seen an exponential growth of W&I insurance policies in the M&A energy market. There are several issues being debated around the use of this product, one of them being whether willful misconduct and gross negligence can be insured pursuant to Italian law. We discuss this with Andrea Gentili, a partner on our Italian energy team.

In the episode, Daria Buonfiglio discusses with Giuseppe Mastropieri, Managing Partner of REA, why energy prices are linked to the gas’s price even when electricity is not produced using gas, as well as options for decoupling the energy and the gas market and how this measure will impact the profitability of investments in the renewable energy industry.
Which are the Italian regions investors prefer to invest in and why? How much does it cost to invest in solar in Italy? Inhouse vs Outsourcing project development, which are the challenges and opportunities? These are some of the questions that we will ask our speakers including Andrea Gentili, partner of the Italian Energy team and Francesc Filiberto, Head of Solar Development at Glennmont.

The Sostegni-ter Decree, which came into force on 28 January, provides for a series of measures aimed at containing the effects of the so-called 'high utility bills'. Among these, of particular interest for renewable energy plants is Article 16. What are the main critical issues encountered by operators in the sector and how can an appeal be lodged? In this episode, our partner Carlo Montella, Global Deputy Business Unit Leader of the firm's energy & infrastructure department, discusses these issues with lawyer Andrea Sticchi Damiani.
