As a projects and construction lawyer, Jon advises on all aspects of the construction and operation of offshore wind and other large renewable energy projects in established and developing markets.

Jon advises sponsors, financial institutions and contractors in relation to the construction and operation of offshore wind, solar and biomass projects across Asia, Europe and the US. Before relocating back to the UK in 2024, Jon was based in Singapore for a number of years where he advised on offshore projects in developing offshore wind markets in APAC, including Australia, Korea and Taiwan.

Jon's recent experience includes performing the role of Commercial Director for the Formosa 2 offshore wind project, which was developed jointly by JERA, Macquarie and Swancor in Taiwan. Jon also recently advised the lender group on the financing of the Fengmiao 1 offshore wind project, having previously advised on the Changfang, Xidao and Zhong Neng offshore wind projects developed by Copenhagen Infrastructure Partners in Taiwan.

Jon began his career as a construction litigator and continues to advise on both contentious and non-contentious matters.

  • Representative Offshore Wind Engagements

    UK and Europe

    • Confidential (Poland): Advising the sponsor of a project regarding the bankability of the construction and O&M arrangements.
    • Seagreen (UK): Advising Seagreen Wind Energy Limited, a joint venture between SSE Renewables, TotalEnergies and PTTEP, on its sale of the transmission assets of the 1 GW Seagreen Phase 1 project to a consortium of Equitix and Kyuden group.
    • Norfolk Wind Zone (UK): Advising a bidder in connection with a competitive auction process to acquire project rights with respect to the Norfolf Wind Zone (with a total expected capacity of 4.2 GW) from Vattenfall.
    • Walney Extension (UK): Negotiating the first fully "wrapped" EPC agreement used by Ørsted to procure the construction of an offshore wind project in the UK.
    • Burbo Bank Extension (UK): Drafting and negotiating the first fully "wrapped" BOP EPC agreement used by Ørsted to procure the construction of an offshore wind project in the UK.
    • West of Duddon Sands (UK): Advising Ørsted and ScottishPower in relation to the construction of the West of Duddon Sands project, which involved being seconded to, and sitting with, the project team for 9 months.

    APAC

    • Fengmiao 1 (Taiwan): Advising the export credit agencies, lenders and hedge providers on the USD 3 billion multi-tranche, multi-source and multi-currency project financing of the 495 MW Fengmiao 1 project, which is being developed by Copenhagen Infrastructure Partners through its Copenhagen Infrastructure V fund. The project is the first offshore wind project in APAC (and among the first in the world) to be financed solely on the basis of several corporate PPAs.
    • Jeonnam 1 (Korea): Advising Copenhagen Infrastructure Partners in connection with a long-term O&M agreement.
    • Formosa 3 (Taiwan): Advising the sponsors of the Formosa 3 project in connection with its bid for grid allocation as well as the drafting and negotiation of preferred supplier and reservation agreements entered into in connection with its bid.
    • Zhong Neng (Taiwan): Advising the lenders and hedge providers on the USD 1.6 billion project financing of the 298 MW Zhong Neng project, which is being constructed by a joint venture between China Steel Corpporation and Copenhagen Infrastructure Partners through its Copenhagen Infrastructure IV fund. The project is the first majority Taiwanese bank non-recourse financing of an offshore wind project in Taiwan (a new source of liquidity) and the first without ECAs.
    • Nakwol (Korea): Advising the sponsors of the Nakwol project in relation to the turbine supply and installation agreements.
    • Star of the South (Australia): Advising Copenhagen Infrastructure Partners in relation to the negotiation of site survey and early works agreements.
    • Greater Changhua 1 (Taiwan): Advising a bidder in relation to its bids to acquire an equity interest in the Greater Changhua 1 project, which involved advising on the proposed construction and operation arrangements as well as the localisation strategy.
    • Changfang and Xidao (Taiwan): Advising a group of 6 export credit agencies and 25 international and local lenders in relation to the USD 3 billion project financing of the Changfang and Xidao project, which involved conducting an 18-month due diligence exercise with respect to the bankability of the construction and O&M arrangements. 

    US

    • Atlantic Shores (New Jersey): Drafting and negotiating the full suite of construction agreements to be used to procure the construction of the Atlantic Shores project being developed by EDFR and Shell.
    • SouthCoast Wind (Massachusetts): Advising on the bankability of the construction agreements to be used to procure the construction of the 2.4 GW SouthCoast Wind project.
