Walter counsels private and public companies in their roles as sponsors, investors, lenders, and borrowers in energy and infrastructure projects.

His experience includes drafting and negotiating documentation specific to project finance, tax equity finance, bond offerings, and general corporate matters.

  • He has counseled on a pro bono basis social impact startups focused on healthcare and energy efficiency and immigration advocacy groups. 

    Prior to joining Orrick, Walter was a reporter for the Concord Monitor in New Hampshire and The Hill in Washington, D.C., and an editorial page contributor for The Boston Globe. He collaborated with authors on two books, “The New New Deal: The Hidden Story of Change in the Obama Era,” by Michael Grunwald (Simon & Schuster, 2012), a New York Times bestseller and named a 2012 book of the year by The Economist, and “Long Mile Home: Boston Under Attack, the City’s Courageous Recovery, and the Epic Hunt for Justice,” by Scott Helman and Jenna Russell (Penguin, 2014).

    • The sponsor in connection with a $200 million construction loan, separate $22.5 million letter of credit facility, and the sale to two tax equity investors of Class B membership interests in the direct owner of a wind project company.
    • The sponsor in connection with a $250 million construction loan and letter of credit facility, separate $15 million letter of credit facility, and the sale to three tax equity investors of Class B membership interests in the direct owner of a wind project company.
    • A lender in connection with a $67.5 million equity bridge financing for the owner of a wind project company.
    • A private equity fund in the development and debt financing of a 700 MW natural gas-fired electric power plant being built in New Carlisle, Indiana.
    • A private equity fund in the development and debt financing of an 869 MW natural gas-fired electric power plant being built in Oregon, Ohio.
    • A private equity fund in its acquisition of 100% of the membership interests of ITR Concession Company, the operator of the Indiana Toll Road.
    • A consortium in connection with its bid and selection to design, build, finance, operate and maintain the Purple Line light rail project in Maryland.
