Foucaud Jaulin, in the Energy & Infrastructure Practice of the Paris office, advises companies, consortia, financial institutions and governments on the development and financing of infrastructure and energy projects around the world, with particular experience in Europe and Africa.

Foucaud's practice focuses on public-private partnerships and concession projects, as well as on privatizations and acquisitions in the infrastructure and energy sectors. He also advises on the financing aspects of infrastructure projects.

Having solid experience in emerging markets, Foucaud has been involved over the past few years in the development and financing of various large-scale projects, in particular in the fields of energy (renewables, natural gas) and transportation.

Prior to joining Orrick, Foucaud worked for a leading French law firm, both in the Moscow and Paris offices

  • Advised a French developer on a 50 MW solar power project in Ivory Coast.

    Advised VINCI Airports on the acquisition of Fintech’s 29.99% stake in OMA ("Grupo Aeroportuario del Centro Norte"), concessionaire of 13 airports in Mexico for a total amount of US$1.17 billion.

    Advised VINCI Airports in connection with the concession and financing of Seven Airports in Cape Verde.

    Advised Africa50 on its equity investment into Scanning Systems, an Ivorian company specialized in the construction and operation of One-Stop Joint Border Posts (JBPs) in several countries of the West African Economic and Monetary Union (WAEMU).

    Advised ENEO, the national utility of Cameroon, on the spin-off of its generation activities and transfer of its transmission activities – this transaction was made in the wider context of the renegotiation and extension of the ENEO electricity concessions in Cameroon.

    Advised the consortium comprising Gridworks, Eranove and AEE Power on the development and financing of the Essor AE2 project, which was awarded in December 2020 for the construction of power generation plants and distribution grids in the Democratic Republic of Congo.

    Advised AMEA Power, a UAE-based developer of energy projects, on the construction and operation of a 50MW photovoltaic project in Togo.

    Advised the consortium formed by FAYAT and Egis in connection with a public-private partnership (PPP) contract for the construction and operation of 14 toll stations on Cameroon's main road axes.

    Advised the French water treatment group Saur on its acquisition of the Dutch company Nijhuis Industries, a leader in the industrial water treatment sector.

    Advised Africa50 and Aéroports de Paris on a concession project for the modernization, expansion and operation of the Conakry international airport in Guinea.

    Advised Eranove, a leading industrial group in Africa, in connection with the development and financing of a 65 MW power plant in Togo, with a total value of approximately €125 million.

    Advised an investment fund regarding the establishment of an investment platform, the acquisition of three power plants and the development of energy projects in Africa.

    Advised VINCI Airports in connection with the acquisition of a global airport portfolio, including Belfast International Airport, Stockholm Skavsta Airport, the Costa Rica's two major airports and several airport management contracts in the USA.

    Advised ENEO, the national utility of Cameroon, in connection with the development of a 420MW hydroelectric power plant and associated transport facilities in Cameroon – ENEO will be the offtaker for this IPP developed by a consortium led by EDF and IFC.

    Advised the Republic of Serbia on the 25-year concession of Belgrade’s Nikola Tesla airport, the biggest airport in the Balkan region.
