Christine Reynolds

Christine Reynolds is a partner in the Public Finance department. She brings more than twenty years of experience helping government entities, utilities, nonprofits, and private sector partners across the country to finance critical infrastructure. Her practice covers everything from traditional bond deals to creative approaches like public-private partnerships (P3s) and impact finance—making her a go-to resource for navigating both established and emerging funding models.

  Christine's representative engagements include:

  • Bond counsel and/or disclosure counsel to the Port of Portland in five financings totaling $2.2 billion since 2019 providing funding for the construction and renovation of the terminal at Portland International Airport
    
  • Bond counsel and disclosure counsel to the State of Oregon, including transportation revenue bonds for the Oregon Department of Transportation and general obligation bonds for State education bond programs for public universities and community colleges
    
  • Bond and disclosure counsel for transportation infrastructure revenue bond issuers including the Bay Area Toll Authority, Port of Oakland, Sound Transit and the Port of Portland
    
  • Underwriters' counsel in connection with payroll tax revenue bonds and capital grant revenue bonds issued by TriMet
  • Disclosure counsel and bond counsel for qualified 501(c)(3) borrowings for private higher education institutions, healthcare and other qualified nonprofit borrowers
  • Bond counsel and disclosure counsel in connection with hydroelectric revenue bonds and tribal economic development bonds for a major hydroelectric project in the Pacific Northwest
  • Bond counsel to municipal issuers, including state agencies, counties, cities, power and utility districts, schools and special districts and tribal governments in connection with general obligation bonds, limited tax or full faith and credit bonds, infrastructure and utility revenue bonds and tax increment revenue borrowings
  • Underwriter's counsel in connection with general obligation bonds, full faith and credit or limited tax bonds, infrastructure and utility revenue bonds, certificates of participation and tax anticipation notes issued by state and local governments
