Tony Chan 合伙人

Tony regularly advises on mergers and acquisitions (M&A), private equity, growth equity, and venture capital transactions, as well as on corporate governance, joint ventures and corporate finance matters.

Tony has been recognized for his life sciences and M&A work by a number of notable publications, including The Legal 500 US, Law360, IFLR1000 and Legal Media Group. In particular, Law360 highlighted his work in navigating the complex life sciences industry and key partnership negotiations between biotechnology and drug companies.

In addition, Tony sustains an active pro bono practice, serving as counsel to nonprofit organizations such as Aequitas, APAI Vote, Chefs Stopping Asian American Hate, Rebuilding Together Philadelphia, the Philadelphia Film Society, and the Harvard Asian American Alumni Alliance. Tony also serves as an adjunct professor at Georgetown Law School where he has taught Takeovers, Mergers and Acquisitions since 2015.

Steffi Chan 高级律师

Steffi has participated as bond counsel, disclosure counsel and underwriter’s counsel on a variety of transactions including general obligation bond financings, revenue bond financings and lease financings for school districts, community college districts, local government and state agency clients.

Lowell Chandler 律师

Lowell's practice centers on drafting and negotiating a wide range of documents related to renewable energy project development, including power purchase agreements (PPAs), virtual PPAs, energy storage service agreements, tolling agreements, and engineering, procurement, and construction contracts. He also supports clients with interconnection, transmission, and regulatory matters. Leveraging his regulatory and appellate expertise, Lowell delivers comprehensive, forward-thinking advice to help clients anticipate and overcome obstacles.  

Before joining Orrick, Lowell served as a junior partner at a boutique law firm where he led the representation of developers of solar, wind, hydroelectric, generation-plus-storage, and biomass projects. His work involved negotiating offtake agreements, navigating complex regulatory environments before state utility commissions and the Federal Energy Regulatory Commission, and engaging in extensive appellate practice related to renewable energy project development under the Public Utility Regulatory Policies Act.

Prior to practicing law, he served as a climate policy analyst for an international non-governmental organization in Washington, D.C., where he advanced U.S. climate policy on refrigerants and contributed to amending the Montreal Protocol to phase-out hydrofluorocarbon super greenhouse gases.  

David Chang 主理律师

David’s practice focuses on complex copyright and trademark matters in retail, entertainment, and media adjacent spaces. He also possesses multiple years of experience litigating tech-based trade secret and patent infringement issues involving software programs, computer hardware, digital communication systems, and medical devices.

Prior to joining Orrick, David served as a law clerk for the Honorable Otis D. Wright, II in the Central District of California as well as for the Honorable Liam P. Hardy on the U.S. Court of Appeals for the Armed Forces. Between federal clerkships, David worked at Kirkland & Ellis LLP in their IP litigation practice group where he engaged in all stages of litigation on behalf of various Fortune 50 companies.

In addition to his civilian career, David previously served as an Infantry Officer and continues to serve part-time as a Judge Advocate in the U.S. Army National Guard.

David is also passionate about serving his larger community and has an active pro bono practice focusing on civil litigation, veteran assistance, and refugee legal aid.

Cathleen Chang 高级律师

In public finance matters, Cathleen has served as bond counsel and special tax counsel for a variety of transactions, including health care facilities, multifamily housing, airport, ports, transit authorities, non-profit organizations, public utilities, hospitality projects, as well as tobacco revenue securitizations. In addition to tax-exempt financings, Cathleen also represents clients in IRS audits and non-profit corporation tax matters.

Stephen E Chao 高级律师

Stephen represents public and private companies in M&A transactions in a wide range of industries, including technology, fintech, insurance and defense. Stephen has experience advising clients on the buy-side and sell-side in mergers, acquisitions, asset purchases and sales, divestitures, equity investments and dissolutions. 

Prior to joining Orrick, Stephen worked for Google, where he performed due diligence on M&A transactions and supported the Google Cloud Platform and global datacenter operations legal teams in negotiating and executing contracts.

At Berkeley Law, Stephen served on the editorial boards of the California Law Review and Berkeley Technology Law Journal. Stephen received his B.A. from the University of Pennsylvania, where he graduated magna cum laude.

Chris Chavez 高级顾问律师

Chris has experience in acquisition, disposition and financing of large portfolios of commercial real estate; distressed debt; negotiation of joint ventures for development projects; construction contracts; data center leasing/co-location; office leasing; and transactions involving multi-family housing.

Chris is very involved in Orrick’s diversity, equity and inclusion initiatives and has served as a co-chair of the San Francisco DEI Committee for many years. She is also involved in diversity efforts at UC Berkeley School of Law and has previously served on its Alumni Board and the Board of the East Bay Community Law Center.

Chris was resident in the firm's Tokyo office from 1999-2002.
