We are pleased to again co-chair this year’s Infrastructure conference hosted by The Bond Buyer in Chicago. Members of the Orrick Public Finance and Infrastructure teams will participate, and we hope to see you there!

Matt Neuringer, partner and conference co-chair, will moderate the panel discussion “Latest Developments with P3s” on Wednesday, September 13, which will focus on the current state of P3s in the United States and the challenges of having this type of arrangement in infrastructure projects around the country.
John Stanley, partner, joins the panel discussion “Federal Infrastructure Legislation Outlook” on Wednesday, September 13, which will focus on the latest developments with the IIJA and IRA, including the Greenhouse Gas Reduction fund.

Other Orrick team members in attendance include Christine Reynolds, Darrin Glymph, John Palmer and Joshua Bonney.

The Bond Buyer Infrastructure Conference brings together industry experts to analyze market conditions, issuance, refunding volume and overall pacing in 2023, facilitating conversations that will influence the entire municipal finance ecosystem. The agenda includes discussion topics such as IIJA implementation progression, new federal government-financed grants and programs, ESG alignment in the muni marketplace, the nationwide status of P3s and the impending election implications for infrastructure projects.

Matthew Neuringer 合伙人

In Matthew's capacity as outside counsel to the Association for the Improvement of American Infrastructure (AIAI) Matthew has also provided input on various key pieces of federal, state and local governments on the sufficiency of their laws to produce P3 projects in their jurisdictions.

In his municipal finance practice, John has served as bond counsel, special tax counsel and underwriter’s counsel for a variety of transactions, including particularly governmental, airport, and public power financings. John has represented issuers and borrowers before the Internal Revenue Service in connection with audits, private letter rulings, and requests pursuant to the voluntary closing agreement program (VCAP).

John has worked with issuers to establish post-issuance compliance programs tailored to their specific financings, and also has significant experience with tax-exempt commercial paper programs for both governmental and exempt facilities. John is a regular speaker at various conferences focused on public finance and tax, including conferences organized by the National Association of Bond Lawyers, the American Bar Association Tax Section, and the California Bond Buyer Conference. John is serving as Chair of the National Association of Bond Lawyers' "The Institute" conference in 2024.
