Congratulations to Matthew Neuringer, who was recognized as a 2023 Law360 Rising Star in Project Finance, one of six lawyers recognized in the category. The awards recognize top legal talent under 40, whose legal accomplishments belie their age. Law360’s editors reviewed more than 1,300 submissions and selected only 183 attorneys for this honor.
Matthew was recognized for his crucial role in advising the Port Authority of New York and New Jersey on the construction of the massive Newark Terminal A, the largest publicly procured design-build project in New Jersey's history, as well as his work advising the City of New York on its ~$9 billion Rikers Island Replacement Program, among other notable matters.
"This is a very dynamic practice," he told Law360. "In any given day, I can be advising clients on legislative issues, I can be advising them on construction contracts, and the next minute helping them think through complex finance and equity structuring problems to then – years later, once an asset is operational – helping them think through how they can possibly monetize those assets in the [mergers and acquisitions] market."
Matthew referred to his work on the Rikers Island Replacement Program as a “distinguished honor” that will make it easier for people awaiting trial to meet with defense lawyers, relatives and/or healthcare providers.
"What this means from a practical perspective is that we're now going to have new, much more humane and rehabilitative, therapeutic-focused conditions and facilities for persons in custody who are waiting for their day in court," he said.
He described the work on Terminal A at Newark-Liberty International Airport as a “transformative” project for passengers.
"One of the really exciting parts of this job is I can now fly into Terminal A at Newark and experience that airport and be one of the 13 million passengers annually who are going to utilize that airport going forward," he said
Law360 cited his work with a public-private partnership to replace bridges in Pennsylvania. It also cited his work on Metropolitan Transportation Authority projects to add cellular connectivity in more than 280 subway stations and install elevators in more stations. Law360 also described his service in the U.S. Army Judge Advocate General’s Corps and his pro bono work helping women who have experienced domestic violence or human trafficking receive legal status.
Matthew said he enjoys the fact that his work has an impact.
”Doing all of that work across a variety of assets, from airports, bridges, broadband and wireless to anaerobic digestion and energy as a service, it really affords me an opportunity to have a major impact on communities and people's lives across the United States in a way that evolves with whatever the priorities are of society at a particular time," he said.
