Development of Funding Streams for Children’s Services in California

A team of public finance attorneys has begun work on a project to promote local dedicated funding streams for children’s services in California counties and cities.  It is an  ambitious undertaking, but has already received a great deal of enthusiasm from many counties and cities around the state.  Among other legal issues that the team will advise the client on is whether it is feasible and practical to create a special taxing district for children’s services involving several small rural counties that could not create a funding stream on their own.  In addition, the team will advise on a number of legal issues related to types of taxes, putting funding measures on the ballot and the governance of public funding streams. 

The team consists of Los Angeles public finance partner Don Field, Los Angeles public finance associate Gerald Kim, Sacramento public finance partner Jenna Magan and Sacramento public finance associate Mayling Leong.
