Richard Chirls Admitted to American College of Tax Counsel

​Orrick congratulates our partner Richard Chirls on becoming a Fellow of the American College of Tax Counsel by the College’s Board of Regents. Richard joins Peter Connors and Paul Sax as Orrick partners who are also Fellows of the College. Peter Connors was recently appointed 2nd Circuit Regent of the College and serves as a member of the Board of Regents of the College.

Membership in the American College of Tax Counsel is an honor reserved for those at the top of the profession and is by nomination and election only. The College's members, known as “Fellows,” are recognized for their extraordinary accomplishments and professional achievements and for their dedication to improving the practice of tax law.

Resident in Orrick’s New York office, Richard focuses his practice on various aspects of financing for State and local governments and non-profit organizations, such as universities, other schools, hospitals, museums and other cultural organizations.  His practice includes tax controversy matters arising from IRS examinations as well as other federal agency regulatory and investigative actions. 

Richard has served as the Chair of the Tax Exempt Financing Committees of the Tax Sections for both the American Bar association and the New York State Bar Association. He also served as the President and a member of the board of Directors of the National Association of Bond Lawyers, which named Richard as a recipient of the Bernard P. Friel Medal for his career of distinguished service in public finance.
