Cory's practice focuses on advising developers of renewable energy and battery storage projects, electric utilities, financial institutions, and corporations pursuing renewable energy goals.  He advises clients on their rights and responsibilities under the Federal Power Act, the Public Utility Regulatory Policies Act, and the Public Utility Holding Company Act.  In addition, he frequently represents clients in proceedings before FERC to obtain and maintain authorization to sell energy, capacity and ancillary services at negotiated or market-based rates and to purchase and sell direct or indirect ownership interests in energy projects.  Drawing from his broad energy regulatory experience, Cory also helps clients develop and implement compliance programs for FERC and North American Electric Reliability Corporation (NERC) requirements .

Before joining Orrick, Cory served in FERC's Office of the General Counsel, where he led numerous multidisciplinary teams in developing Commission orders addressing Regional Transmission Organizations, open access requirements, transmission, generator interconnection and qualifying facility certification.  His notable achievements include providing legal counsel on rulemakings to revise FERC's pro forma Open Access Transmission Tariff and in evaluating mandatory reliability standards proposed by NERC and its regional entities.  Cory also collaborated with staff at the U.S. Department of Energy to create the National Action Plan on Demand Response and its Implementation Proposal to Congress.

Robbie Manhas Partner

Robbie has achieved significant victories in areas including patent law, statutory and regulatory interpretation, administrative law, and personal and appellate jurisdiction. He specializes in patent appeals before the Federal Circuit, where he has presented oral argument seven times. His winning arguments include a complete, precedent-setting victory for a leading tech company in an appeal and cross-appeal of a PTAB decision, where he secured affirmance of the PTAB's decision to strike down some patent claims and reversal of the PTAB's decision to uphold the remainder.

Robbie has represented clients across a wide variety of industries, including semiconductors and electronics, software, pharmaceuticals, agriculture, and sporting goods. His work has also involved a number of U.S. agencies, including the Patent and Trademark Office, the International Trade Commission, the Food and Drug Administration, the Federal Energy Regulatory Commission, the Department of Agriculture, the Department of Labor, and the Department of Veterans Affairs.

Before joining Orrick, Robbie was a lawyer at Wilmer Cutler Pickering Hale and Dorr LLP, where he was a member of its Appellate and Supreme Court Litigation, Intellectual Property Litigation, and Government and Regulatory Litigation groups. Before that, Robbie was a law clerk for the Honorable Richard G. Taranto of the Federal Circuit.

Jeremy Peterman Senior Associate

Jeremy represents clients from a wide range of industries in high stakes appeals across numerous subject areas. He has helped major tech companies, biomedical manufacturers, universities, and state governments successfully resolve appeals with novel issues involving intellectual property, employment law, administrative law, class actions, criminal law, sovereign immunity, and securities law.

Jeremy is especially experienced in intellectual property appeals where he employs his generalist background to simplify complex technology for generalist judges. He helped develop the successful appellate strategy in what legal observers have dubbed “The World Series of Copyright Suits.” He also draws from his administrative law background to develop novel strategies for clients to challenge the PTO’s administration of the inter partes review process.

Jeremy has authored merits briefs, cert. petitions, and briefs in opposition in the U.S. Supreme Court, dozens of briefs in both federal and state courts of appeals, and dispositive motions in trial courts. He also maintains an active pro bono practice.

Prior to joining Orrick, Jeremy served as a law clerk to Judge David Tatel of the U.S. Court of Appeals for the D.C. Circuit and to Judge David Hamilton of the U.S. Court of Appeals for the Seventh Circuit.
