Rob McKenna Partner

A former Washington State Attorney General and President of the National Association of Attorneys General, Rob is accomplished in all areas of public policy, appellate law and investigations. He is a Chambers USA Band 1 Partner in Government Relations: State Attorneys General.

Rob represents a wide range of technology, energy, finance and other companies in matters involving cyber security, data privacy, litigation, appellate litigation, regulatory proceedings, state attorney general investigations and legislative issues. His experience, stature and proficiency add essential capabilities for clients seeking coordinated policy advocacy, regulatory compliance and litigation strategies in state capitols across the country and in Washington, D.C., where he has testified before Congress and assisted clients who have been called to testify before Congressional committees. While at Orrick, Rob has represented clients in both state and federal court, typically in cases centered on constitutional questions.

Rob served two terms as Attorney General of Washington, from 2005 to 2013. He successfully argued three cases before the U.S. Supreme Court and helped negotiate three of the largest consumer protection settlements in national history, all involving mortgage lending and servicing. He is a recognized leader in the development of data protection and privacy regulation. Rob was the first state Attorney General to build a computer forensics lab to collect evidence of Internet fraud and passed one of the nation's first anti-spyware laws.

Rob served as President of the National Association of Attorneys General (NAAG) from 2011–12 where he co-launched the NAAG Intellectual Property Task Force to advance the national fight against counterfeiting and piracy. While serving as NAAG President, he created and led a national initiative to combat human trafficking which continues to this day. The NAAG human trafficking summit he hosted in Seattle in 2012 led AGs to launch state-level initiatives around the country. His fellow attorneys general honored him in 2011 with the Kelley-Wyman Award for “Outstanding Attorney General” in America.

Prior to his clerkship, David served as a full-time extern to the Honorable Kathleen O'Malley at the United States Court of Appeals for the Federal Circuit.

David also spent a year working in-house for Panasonic Corporation, stationed near Panasonic's Osaka, Japan headquarters.

Andrea has been working for 20 years in the Information Technology & Communications sector advising national and international clients on both regulatory and commercial issues.

Andrew W. Miller Senior Associate

San Francisco

As a Senior Associate in Orrick’s Technology Companies Group, Andrew leverages his experience as a general counsel, operator and investor to guide clients through all stages from startup to exit. He is a trusted advisor on board governance, venture capital transactions, general employment and commercial matters, conflict resolution, mergers & acquisitions and public offerings. Andrew also counsels venture funds in structuring deals and assists them in identifying and managing the various risks associated with their investments.

 
Prior to re-joining Orrick in 2022, Andrew was employee number 2 at a venture-backed food technology/CPG startup where, in addition to acting as General Counsel, he established the finance, accounting, HR and operations management functions of the company and served on the executive management team responsible for defining and executing the company’s strategic initiatives.


Andrew began his legal career as an associate with Orrick’s Technology Companies Group in 2016 and is the recipient of the Firm’s 2019 Alan Talkington Mentorship Award. He also has experience working for venture funds and technology startups and is an active angel investor.

 
Andrew lives in Colorado with his wife, daughter and labradoodle. In his spare time, you can often find him hiking, fly fishing and skiing.

Jamie Moore Partner

London

Jamie acts for both early and late stage companies in intellectual property rich sectors and those who invest in them, including some of the most active venture capital funds, corporate or individual investors.

Jamie has a passion for disruptive technologies, innovation and entrepreneurial business. He has acted on countless transactions across a broad range of sectors both in the UK and internationally, but is most known for his experience in acting on investments into fintech and Artificial Intelligence companies.

Jamie has deep knowledge of the practice area in which he operates and market trends, which he leverages to provide clear and concise advice on a range of corporate issues taking high growth technology companies from start-up through to exit.

He presents on corporate law and venture capital to clients and at seminars in the City, including practitioners’ conferences on practical legal issues in venture capital transactions and SEIS/EIS investments.

An active participant in the venture capital community, Jamie Moore has contributed to industry standard form documentation, acted as a mentor for various Seedcamp portfolio companies and hosted office-hours for the Barclays' TechStars cohort.

Libby Moulton Partner

Libby joins trial teams – both within and outside of Orrick – and takes the role of legal strategist and brief writer. She has experience handling all pretrial filings, from early motions to dismiss to post-verdict motions for judgment as a matter of law. Libby excels at managing strategy around Daubert motions, jury instructions, and mid-trial briefing. Before trial, Libby develops strategies for raising and preserving legal issues. At trial, Libby handles mid-trial motions, the charge conference, and pocket briefing as needed. After trial, she manages the post-trial briefing and transitions the case to appeal. While most of her experience is in patent litigation, she has also served as appellate counsel in tort and employment cases. More than half of Libby's cases involve co-counsel outside of Orrick, where she quickly develops productive and collaborative relationships with outside litigation teams.

In addition to her trial work, Libby maintains a robust appellate practice. Libby leads appellate briefing and has presented oral arguments in the Federal Circuit, Ninth Circuit, and New York Appellate Division. Libby also has an active pro bono practice, including representing the Arizona Federal Public Defender’s Office in an ongoing administrative challenge to capital habeas proceedings.

Libby has experience in multiple jurisdictions, including courts in Delaware, Texas, California (state and federal), and Massachusetts; the ITC; and appeals to the Federal Circuit, Ninth Circuit, Sixth Circuit, DC Circuit, California Court of Appeal, New York Appellate Division, and US Supreme Court.

Prior to joining Orrick, Libby served as a law clerk to Judge Raymond C. Clevenger III of the United States Court of Appeals for the Federal Circuit and to Judge Ronald M. Whyte of the United States District Court for the Northern District of California. Before law school, Libby was a patent examiner in the medical device area at the United States Patent and Trademark Office.
