Orrick Paris Team Advises CACIB and Société Générale on Major Broadband PPP in Normandy


A cross-practice team in our Paris office advised Credit Agricole Corporate & Investment Bank (CACIB) and Société Générale on the financing of the public service delegation contract related to the very-high-speed broadband network to be deployed and operated in Normandy (Eure department). This 20-year project involves the deployment of nearly 250,000 fiber optic lines by 2021, including 60,000 lines to be deployed by the delegate, in the perspective of connecting the entire Eure department’s public initiative region with optical fibre-to-home lines.  

The consortium holder of the public service delegation contract included Mirova’s infrastructure funds FIDEPPP2 and Mirova SP5 (55%), the Caisse des Dépôts et Consignations (CDC) (30%) and Axione and Bouygues Énergies & Services (15%).

The Orrick team included Amaury de Feydeau, Paul Loisel and Grégoire Jouffroy on the finance aspects and Jean-Luc Champy and Quirec de Kersauson on the public law aspects.
