Jonathan is an accomplished trial attorney who represents individuals and businesses in government enforcement actions, congressional inquiries, internal investigations and with compliance advice.

Jonathan has specialized expertise in white collar matters with extensive experience in Bank Secrecy Act, FCPA, and financial fraud investigations. Jonathan is regularly called upon to lead representations in high profile and high stakes settings and has the rare distinction of successfully first chairing both an Enron case and an FCPA case at trial.  

Jonathan comes to Orrick after having spent over 11 years at the Department of Justice serving in a number of capacities including as an inaugural Deputy Chief of DOJ's Money Laundering & Bank Integrity Unit, a Senior Trial Attorney in DOJ's Criminal Fraud Section, an attorney adviser in the Office of Legislative Affairs and as an Assistant United States Attorney in Miami, Florida.   

Jonathan has a deep understanding of how the Department of Justice operates internally and externally, in particular with other federal agencies such as the SEC, Treasury/FinCEN and the State Department, as well as with state and international law enforcement.  

As a result of Jonathan’s wide range of government and private practice experience, Jonathan brings a unique and well-rounded perspective with which to assist clients. He is regularly asked to speak at national conferences on anti-corruption, anti-money laundering, personal liability, and responding to DOJ investigations. 

Jonathan graduated from Georgetown University Law Center and received his undergraduate degree from UCLA. Jonathan is currently an adjunct professor at Georgetown University Law Center where he teaches a class on Federal Criminal Trial Strategy.

Jeffrey J. Lorek Special Counsel Employment Law & Litigation

Jeffrey J. Lorek brings a decade of military officer leadership skills to Orrick, combining them with a former JAG prosecutor's courtroom finesse and years of labor and employment litigation experience to win clients' battles.  His "anytime, anywhere" approach to problem-solving helps Orrick's clients overcome the toughest challenges in employment law.

Mr. Lorek is Special Counsel in Orrick’s Employment Law and Litigation practice group.  A trial lawyer with broad experience in the areas of employment and traditional labor law, Mr. Lorek has practiced before state and federal courts, the EEOC, and other administrative tribunals.  Mr. Lorek advises and represents clients with respect to employment contract and compensation disputes, trade secrets, employee mobility and restrictive covenants , employment discrimination, reasonable accommodations, workplace harassment and hostile work environment, whistleblower matters, military affairs and national security matters, and traditional labor-management relations.  He has published several articles on related matters.

Prior to joining Orrick, Mr. Lorek served at Headquarters U.S. Air Force as the Chief, Employment Litigation-East Branch, where he led an eight-member team in defending the Air Force worldwide in hundreds of employment litigation matters, including discrimination suits, whistleblower protection cases and employee disciplinary actions.  He also previously served as Deputy Chief of the Air Force’s Labor Relations Branch where he oversaw a team of traditional labor attorneys handling the defense of all unfair labor practice (ULP) charges against the Agency, collective bargaining issues, and grievances and arbitrations nationwide.  Mr. Lorek wrote the Air Force's guide to security-clearance related disciplinary actions, often advising the Air Force General Counsel's office as a security clearance subject-matter expert.

Mr. Lorek served as an active duty Air Force JAG for ten years, during which time he tried 25 criminal bench and jury trials and eight administrative discharge board hearings.  He has substantial trial experience prosecuting sexual assaults and aggravated assaults, child pornography offenses, larcenies and financial crimes.  Mr. Lorek is a decorated veteran of foreign wars, having deployed three times in support of combat operations, including tours to Afghanistan and Qatar as a fiscal law attorney with Headquarters, U.S. Forces Afghanistan, as the Deputy Staff Judge Advocate in support of refueling operations during the Libyan war, and as the Chief of Administrative Law for Joint Task Force Guantanamo.  He also continues to serve as a Deputy Staff Judge Advocate in the Maryland Air National Guard.  

From 2004-2009, Mr. Lorek practiced law in private firms in the areas of bank and lender liability, employment litigation, commercial litigation, products liability and toxic torts.

Betty L. Louie, a partner in Orrick's Beijing office, is a member of the M&A and Private Equity Group. With a particular expertise on Asia outbound investments, Betty has extensive experience in the areas of mergers and acquisitions, private equity, strategic investments and capital markets. She has practiced for more than 20 years on the continents – the United States, Europe and China – on strategic and complex mergers and acquisitions.

She regularly advises Chinese corporations and financial institutions investing and operating outside of China. Since 2012, she has been consistently recognized and ranked in legal industry publications, such as Chambers Global, Chambers Asia Pacific and Milano Finanza. Larry Low Chief Legal Officer

Larry Low is Orrick's Chief Legal Officer and is located in the San Francisco office. As the Chief Legal Officer, Larry is responsible for strategic planning and managing the firm's global legal affairs, including advising on and overseeing matters relating to governance, litigation, contracts, insurance, ethics and risk management.

In addition to his responsibilities to the firm, Larry represents public and private high growth technology companies, and venture capital funds. His clients are involved in a broad range of industries including, energy, semiconductors, Internet, software and consumer products. He has extensive experience in start-up enterprises, venture financings, public offerings, mergers and acquisitions, and advises companies and investors in cross border transactions involving Asia.

Larry was appointed in 1995 by President Clinton as one of four U.S. representatives to serve on the panel of arbitrators of the International Centre for the Settlement of Investment Disputes.

Larry has published articles that have appeared in publications of the California Continuing Education of the Bar and the Practicing Law Institute. He has made presentations to the Practicing Law Institute, Law Journal Seminars, Silicon Valley Association of Start up Entrepreneurs, Hastings College of the Law, University of California at Berkeley, Haas Business School and Boalt Hall School of Law and the California State Bar among others.

Catherine Y. Lui Partner Trade Secrets Litigation, Complex Litigation & Dispute Resolution

Cathy Lui concentrates on trade secrets litigation, representing both plaintiffs and defendants in the tech, financial services, and retail industries. Cathy has a particular focus on obtaining and defending against temporary restraining orders and preliminary injunctions under exigent circumstances in fast-paced trade secret actions.

Cathy has significant experience in actions arising from the Defend Trade Secrets Act (DTSA), which created the first federal civil misappropriation of trade secrets claim in May 2016. Cathy has helped shape DTSA law on behalf of her clients through her involvement in some of the earliest DTSA litigation.  Many of her trade secrets cases involve parallel criminal proceedings.   For her achievements, Legal 500 recognized Cathy as a "Next Generation Lawyer" in trade secrets.  The National Asian Pacific American Bar Association also recently honored Cathy as a 2019 Best Lawyer Under 40.  This annual list recognizes individuals within the APA community who have achieved prominence or distinction in their field and demonstrated a strong commitment to APA community or civic affairs.   

Cathy also engages in complex commercial litigation including employee mobility, breach of contract, and fraud cases. Her matters are often high-profile and industry-changing. She is currently representing Netflix in a novel employee mobility matter related to the use of fixed-term personal agreements with business executives; the matter is closely watched by the Hollywood and tech industries.

Cathy is an editor and contributing author of Orrick's trade secrets blog, Trade Secrets Watch, and regularly speaks and writes about trade secrets litigation.  Cathy currently serves as the Co-Vice Chair of the Trade Secrets Interest Group of the California Lawyers Association's (formerly of the California State Bar) Intellectual Property Section. 

Cathy currently serves as the Hiring Partner for the San Francisco office.  In addition, she is very involved in diversity and inclusion initiatives. She is Co-Chair of the Asian American Bar Association's Judiciary Committee and is also active in the California Minority Counsel Program.  Cathy also co-leads the Firm's Asian American Affinity Group. 

Cathy's dedication to pro bono service was demonstrated by her work in an asylum merits hearing representing a Salvadoran religious activist persecuted by gangs in El Salvador. For her work on this matter, the Lawyers Committee for Civil Rights honored Cathy with the Father Cuchulain Moriarity Award. In addition, the Justice & Diversity Center of the Bar Association of San Francisco recognized Cathy as an Outstanding Volunteer in Public Service in 2014 through 2018 for her work with helping homeless clients remove outstanding warrants barring them from access to housing and employment.

A former federal prosecutor, Randy Luskey is an accomplished trial lawyer who handles a wide range of litigation matters. His practice focuses on internal investigations, government investigations, class action defense, white collar criminal defense and complex business litigation.
