Clem has an active trial practice. In 2023 alone, Clem acted as lead counsel for teams that won two jury verdicts, three ITC proceedings, and numerous IPRs and dispositive motions.

Victoria serves as bond counsel and disclosure counsel on a variety of public finance transactions, including general obligation financings, conduit bond financings, sales tax revenue financings, and lease revenue financings for public agencies. Her practice spans across industries, with a particular focus on local government and affordable housing financings.
In collaboration with Orrick's Strategic Advisory & Government Enforcement group, Victoria advises financial institutions and community development practitioners on Community Reinvestment Act and fair lending matters.
Before practicing law, Victoria worked in outreach and operations for Mercy Corps' Community Investment Trust, an innovative communal ownership model designed to help local residents of all income levels invest in commercial real estate.

Margot advises French and international companies and private equity funds on transactional tax matters. She advises companies on their development in France and abroad, mergers and acquisitions, restructurings and refinancing. She also assists companies in tax audits and litigation.
Margot also advises individuals on the management and transfer of their assets.
Before joining Orrick, Margot Janot worked in international firms such as Dentons, Pwc Law Firm and Fidal. She has also worked at the Klépierre real estate company and at the P20 section of the Parquet du TGI de Paris.

The Discovery Analytics and Review Services group prioritizes using technology and project management discipline to assist firm attorneys with litigation and transactional tasks, particularly tasks that involve large volumes of data and documents.
This work includes using early case assessment technology to analyze, categorize and cull data. Matthew also manages teams of skilled professionals performing document review, redaction, analysis, production and drafting privilege logs. He assists the litigation team to prepare for trial, including drafting deposition summaries, factual memoranda and exhibit charts. Matthew also works with practice office attorneys on transactional tasks, including contract review and due diligence.
Portland
Steven’s practice includes representing local and state government issuers, tribal governments, eligible borrowers and underwriters in connection with general obligation bond financings, revenue bond financings and lease financings. Steven serves as bond counsel to the Oregon Department of Transportation, Oregon Housing and Community Services, the Oregon Facilities Authority and a number of Oregon municipalities.
Prior to joining Orrick, Steven worked in publishing in various roles including as a business publication editor, business-focused journalist and news reporter covering trends in various industries as well as municipal and state government, law enforcement and state and federal court matters.
Steven volunteers as a coach for the nationally-recognized We The People program, working with Portland high school students to explore historical and contemporary Constitutional issues in a team competition format sponsored by the Center for Civic Education and Oregon’s Classroom Law Project.

Charlotte Berrat is involved in public contracts, in particular concession contracts and public-private partnerships for major projects (airport, port, motorway, building, telecommunications). She assists consortiums in the award of these contracts, from the bidding phase to the post-award phase.
She advised the winning consortium for the concession contract to operate Beauvais-Tillé airport (near Paris), as well as a bidding consortium for the public service contract for the lines 16 and 17 of the Grand Paris Express (the new metro linking the main residential and business districts of the suburbs without passing through Paris).
Charlotte Berrat also has experience in the energy sector and in environmental law. She regularly advises operators on complex issues relating to connection to electricity distribution and transmission networks. She has also participated in drafting and negotiation several corporate power purchase agreements (PPAs), representing both producers and buyers depending on the transaction.
Charlotte Berrat also advises operators, sponsors and lenders on project development and M&A transactions for wind and solar assets, both in France and internationally.
Her practice also covers all regulatory aspects related to regulated sectors such as telecommunications, transport and energy.

Katie was a part of the trial team that obtained a complete dismissal for Oracle in OFCCP v. Oracle, a high-stakes systemic compensation discrimination case that garnered national media attention. Katie and her co-counsel were named "Litigators of the Week" by American Lawyer for the win. Two years later, Katie and her co-counsel were named Runners-Up by American Lawyer for securing decertification of a 3,000-person putative equal pay class action for Oracle.
In fall 2023, Katie co-first chaired a two week federal jury trial in Oregon and obtained a verdict against the client's former general manager, who set up a competing business while employed, on claims for breach of fiduciary duty and intentional interference.
Previously, Katie received California Lawyer’s Attorney of the Year Award in 2016 and was named a Northern California Super Lawyers "Rising Star" for seven consecutive years. She regularly writes and publishes on employment law developments, having presented on topics to three separate state bar associations and a host of national and regional legal and academic conferences.
Katie started her career at Orrick in 2004 and returned in 2015. From 2011 to 2014, she was an associate at a litigation boutique in San Francisco where she handled employment and constitutional law matters.

This breadth of experience has allowed him to become a leading authority in the field of antitrust, but his background helps him borrow ideas from anywhere – finding imaginative solutions for the legal and business challenges his clients face.
Patrick has long been a trailblazer in his field. For example, years before private compliance programs became commonplace, Patrick persuaded his clients to dedicate resources to compliance policies, thus being one of the first to encourage proactive rather than strictly reactive actions. In France, he was one of the first to launch antitrust recovery claims and to work on a private standalone claim, without any precedent from the regulator. Acting on the plaintiff side, he obtained what was at that time the highest fine ever imposed on a dominant company (350 M€).
He is currently handling private claims totaling more than 5 billion euro, advising global tech companies and other multinationals in French and EU competition matters, including merger control filings, cartel and abuse of dominance investigations, state aid and compliance work, as well as private damages actions before the French courts. In addition, he serves as vice chairman of the competition commission of the International Chamber of Commerce and chairs its merger control working party.

Tom has worked on a broad range of commercial and civil litigation matters, including healthcare, commercial contract, antitrust, copyright, trademark, credit reporting, employment, and financial industry litigation, as well as criminal and civil government investigations. Additionally, Tom has assisted consumer brands in protecting their brand image and intellectual property rights in the United States and internationally.
Tom has also assisted minors seeking immigration relief as a part of his pro bono work. He helped one detained minor receive withholding of removal, which enabled the minor to be reunited with his family.
Prior to joining Orrick, Tom worked as an attorney in Pittsburgh, PA in the Technology and Intellectual Property group at Vorys, Sater, Seymour and Pease LLP and in the Business and Tort Litigation group at Jones Day.

Thomas formerly served as Assistant General Counsel at the International Monetary Fund, where he was responsible for the IMF’s legal relations in finance and economic surveillance with each of its member countries. As the only senior IMF lawyer in private practice, he offers distinctive insights to asset managers, real money investors and hedge funds on sovereign debt and restructurings as well as large scale corporate restructurings and project financings. His practice bridges legal and strategic advice on the transactional, public policy and dispute resolution aspects of international finance and investment.
Thomas has advised on several recent high-profile sovereign debt restructurings, including representing the Argentina Creditor Committee on the restructuring of $65 billion of Argentina’s foreign currency bonds. He also recently represented the Steering Members of the Committee on Bondholders in the reprofiling of Belize’s bonds.
He is recognized as a key lawyer in the Restructuring (Including Bankruptcy): Municipal category of The Legal 500 US 2022 directory. A client remarked that he “provided invaluable advice on the IMF policies, individual personalities and missions which helped us to understand the sovereign’s priorities with the IMF” that “will then frame our negotiations with the sovereign.” “Thomas is highly respected in the sovereign restructuring space.”
