Patrick Hubert, a Paris-based partner in the Antitrust & Competition group, brings decades of legal experience and innovation in both private practice and government, with experience ranging from acting as chief of staff to the French Minister of Justice, to being general counsel and chief investigator with the French competition authority, and from acting as a judge with the Conseil d’Etat (French Supreme Administrative Court) to even publishing a paper as a cell biologist (when very young).

This breadth of experience has allowed him to become a leading authority in the field of antitrust, but his background helps him borrow ideas from anywhere – finding imaginative solutions for the legal and business challenges his clients face.

Patrick has long been a trailblazer in his field. For example, years before private compliance programs became commonplace, Patrick persuaded his clients to dedicate resources to compliance policies, thus being one of the first to encourage proactive rather than strictly reactive actions. In France, he was one of the first to launch antitrust recovery claims and to work on a private standalone claim, without any precedent from the regulator. Acting on the plaintiff side, he obtained the highest fine ever imposed on a dominant company, a record that has remained unchallenged so far.

He is currently handling private claims totaling more than 5 billion euro, advising global tech companies and other multinationals in French and EU competition matters, including merger control filings, cartel and abuse of dominance investigations, state aid and compliance work, as well as private damages actions before the French courts. In addition, he serves as vice chairman of the competition commission of the International Chamber of Commerce and chairs its merger control working party.

Malik Idri is a Competition lawyer in Orrick's Paris office.

Malik practice focuses on French and European competition law, on both transactional and litigation cases: merger control, antitrust litigation before the French Competition Authority and the European Commission, as well as litigation cases before the administrative courts and State aid.

Malik is an abuse of dominant position specialist, with a particular focus on the telecommunication sector. He dedicated his doctoral thesis to the opening up of competition of the French phone network and he worked at the French sector regulator (ARCEP). He also has advised SFR on a number of litigation matters including the Orange’s sentence to pay the highest fine ever imposed by the French competition authority for abuse of dominant position.

Malik spent seven years at Clifford Chance where he also developed a deep knowledge of the distribution sector, in particular on suppliers and distributors’ relationships and private enforcement cases.  

Malik is a regular lecturer at the ESSEC, where he graduated and he regularly publishes articles.

Stephen Jackson Partner Corporate, Corporate Tax

Stephen Jackson, partner in Orrick's Paris office, is a member of the Tax group. Steve's practice covers a wide range of U.S. federal income tax matters arising in connection with various domestic and international transactions, as well as financial products and tax planning for financial institutions.

His primary focus is on U.S. taxation of securitizations and re-securitizations, including collateralized debt and loan obligations, mortgage-backed securitizations, structured investment vehicles and other structured finance and financial markets transactions.

For over a decade, Steve has served as tax counsel to issuers and underwriters in numerous registered, agency and privately-placed RMBS transactions (primary issuances and re-securitizations), involving performing loans and non-performing loans, as well as other mortgage-related asset classes, such as servicing advances and tax liens, and in securitizations involving other asset classes such as credit card and auto loan/lease receivables. Steve also provides tax advice in connection with whole loan purchase transactions, including leveraged and nonleveraged acquisitions, joint ventures involving mortgage assets and repo and warehouse financings for various asset classes. Steve also advises financial institutions on tax issues in connection with their role as servicer, trustee or securities administrator under various securitization programs, as well as with respect to FATCA.

Steve writes and lectures on finance and international related tax topics and also participates actively in the tax committee and other initiatives of the Structured Finance Industry Group and other industry and bar-related organizations.
