Chris has a deep passion for intellectual property law, and he specializes in complex copyright and trademark issues arising at the intersection of business and technology. He has represented major tech developers, biomedical manufacturers, and content creators on a wide range of critically important issues. In particular, Chris has litigated cutting-edge issues of personal jurisdiction, extraterritoriality, and damages; the trademark law’s trade dress, functionality, dilution, and nominative fair use doctrines; and the daunting copyright questions that confront technology providers and platforms in the digital age. Chris also has a wealth of experience counseling Fintech clients on novel issues confronting that industry. And he has represented clients in appeals involving trade secrets, class action litigation, bankruptcy, telecommunications, constitutional law, and more. He has authored merits briefs and cert. petitions in the U.S. Supreme Court, as well as dozens of briefs in federal and state courts of appeals. And he has represented clients in trial courts, crafting dispositive motions, witness declarations, evidentiary objections, and jury instructions.

Chris also maintains an active pro bono practice. He won an appeal in the Ninth Circuit on behalf of a client seeking immigration relief, and currently represents clients on issues ranging from copyright’s willfulness doctrine, to freedom of information laws, to New York state’s parole system. Chris is also an active member of the bar, sitting on the Federal Bar Council’s Public Service Committee.

Ciarra’s practice focuses on white collar criminal defense, global investigations across a broad range of industries, and developing anti-corruption compliance programs.   She has experience with the Foreign Corrupt Practices Act, including conducting internal investigations and representing companies in FCPA investigations by the U.S. Department of Justice and the U.S. Securities & Exchange Commission, and multinational Office of Foreign Assets Control investigations.

Eugene Carron, Senior Counsel in the Los Angeles office, is a member of the Public Finance Department.

Gene has worked in the area of public finance since 1975 and has extensive experience in all aspects of tax-exempt financing as bond counsel, disclosure counsel, underwriter's counsel and developer's counsel with particular emphasis on electric and water utility financings and conduit financings on behalf of both commercial and nonprofit entities. He has also served as counsel in power and other projects developed by private entities in cooperation with public utilities.

He has assisted public power clients such as the Department of Water and Power of the City of Los Angeles, the Northern California Power Agency, the Sacramento Municipal Utility District, the Transmission Agency of Northern California, the M-S-R Public Power Agency, the City of Anaheim, the City of Riverside, the City of Roseville, the City of Healdsburg, the City of Ukiah, the City of Lodi and the City of Redding in connection with both traditional and innovative financing structures.

Before joining Orrick, Max was an Associate Deputy Solicitor General at the California Department of Justice. There, he authored or co-authored dozens of appellate briefs—many of them in the U.S. Supreme Court and the California Supreme Court—and argued two cases in the California courts of appeal. He was the principal author of a Ninth Circuit brief filed on behalf of California and four other States in a case challenging federal regulations affecting the Affordable Care Act's contraceptive mandate.

Max also served as a law clerk to the Honorable Susan Y. Illston of the U.S. District Court for the Northern District of California and the Honorable John T. Noonan, Jr. of the U.S. Court of Appeals for the Ninth Circuit.

Before law school, Max worked at a New York investment bank, and as a legislative aide to a California State Senator.
