Alex Chachkes, a partner in the New York office, is a member of both the Intellectual Property Group and the Supreme Court and Appellate Litigation Group.  Alex focuses on the litigation of complex intellectual property actions, primarily patent actions.

Alex's cases have involved technologies such as telecommunications, microprocessors, wireless devices, computer peripherals, video games, pharmaceuticals, recombinant DNA technology, chemicals and protein science. Alex has tried numerous cases before the United States district courts and the International Trade Commission. Alex also practices before the Patent Trial and Appeal Board.

Alex is frequently quoted in the media on intellectual property law issues, including in the Wall Street Journal and the New York Times.

Alex is on the Board of the Legal Aid Society. He also is active in pro bono matters, including through Legal Aid (from whom he received a Pro Bono Publico Award in 2017), the New York County District Attorney's Office and Lawyers for Children.  Alex has also represented pro bono St. Bartholomew's Church of New York and individual artists and artisans

Prior to law school, Alex was a researcher with United Technologies International Operations in Tokyo, Japan, and a laboratory researcher at the Tokyo Institute of Technology in Yokohama, Japan.

Ben has experience in a wide range of subject areas, including class actions, administrative law, intellectual property, and the Fourth Amendment.

Before joining Orrick, Ben served as a law clerk for Judge Judith Rogers of the U.S. Court of Appeals for the District of Columbia Circuit and Judge David Hamilton of the U.S. Court of Appeals for the Seventh Circuit. Ben graduated from Stanford Law School, where he worked on certiorari and merits stage briefing in two Fourth Amendment cases as a member of the school's Supreme Court Litigation Clinic.

Noël Chahid Nourai Senior Counsel Energy, Infrastructure


Noël Chahid-Nouraï is a lawyer in Orrick’s Paris office and heads the Public law team jointly with Jean-Luc Champy. He represents governments, public entities, companies and financial institutions on complex energy and infrastructure projects, concessions and PPP, regulatory matters and disputes, in France and abroad, including African countries.

According to Chambers & Partners, Noël is consistently recognized by his clients as a top practitioner in France, notably for his contractual and regulatory work. His vast experience on PPP, concessions and public procurement matters includes advising the French government on both the renewal of hydroelectric concessions and the ASFA association and several motorway companies on their relations with the French State.

Noël has also advised key players in the telecommunications, audiovisual, energy, data protection and financial sectors on regulatory matters, as well as public structures and semi-public companies on corporate work (creation, development and modification, etc.). He also has a focus on public law litigation, from a contractual and regulatory perspective. Noël has a strong expertise in terms of public persons and public law arbitrations (arbitration proceedings and appeal of arbitration awards).

With a long-standing experience on international projects, Noël has represented clients in many cross-border transactions. As such, he was involved in 2014 in the acquisition of Alstom’s Power and Grid businesses by General Electric, where he advised on the regulatory and investments control aspects.

Noël started his career in public administrations where he was, among various other experiences, Advocate General and President of one of the dispute chambers of Conseil d’État, Legal counsel to the Minister of Foreign Affairs, Director of the Office of the Ministry for Foreign Trade, Deputy Director General of the French national film administration (CNC). After three years as a tax lawyer at an independent French law firm, he headed the Public Law department in the Paris office of another major international law firm from 2001 to 2011.

Jean-Luc Champy Partner Energy, Infrastructure


Jean-Luc’s practice focuses on public law, infrastructure concessions and PPP and he has considerable experience in public domain issues, public works and energy and environment matters.

Jean-Luc advises public entities, sponsors and subcontractors as well as lenders in every aspect of their concessions and PPP projects, whether in the contracts awarding and execution or in litigation issues. Distinguished by Chambers & Partners as a key practitioner in Public law, he has recently been involved in the highly-publicized restructuring and refurbishment of the Arche de la Défense, where he advised the winning bidder Eiffage, and in the financing of the extension of the Port of Calais. Clients praise him for being “able to listen to the client and adjust to find the right solution”.

In addition, Jean-Luc works on construction, transportation infrastructure (tunnels, motorways, railways) and grids (electronic communications, public lighting) matters. He regularly intervenes on major projects such as the highways L2 in Marseille (for the State), A150 and A355 (for the sponsors), the LGV Bretagne-Pays-Loire (for a lender), the Saint Nazaire hospital (for the sponsors and the project company), universities Centrale Supelec (for lenders) and Toulouse le Mirail (for some sponsors), a video surveillance network (for a bidder), the Balard project (for two subcontractors), the airport Notre-Dame-des-Landes (for the project company) and the new Courthouse of Paris (for a bidder).

Jean-Luc has also a strong experience in the energy sector and notably advises the French Government on the renewal of its hydroelectric concessions. He has also advised several grid operators such as ERDF.

Jean-Luc Champy started his career at the City of Paris. Thereafter, he joined Cofiroute (Vinci group) as in-house counsel for public law matters and the Public Law department of another international law firm as a senior associate.
