Roland Chang is a lawyer in the White Collar, Investigations, Securities Litigation & Compliance group. He represents companies and individuals in connection with criminal and regulatory investigations, parallel civil and administrative litigation and proceedings, complex business litigation, and FCPA compliance monitorships. He is also frequently engaged by companies and institutions to conduct sensitive and high-profile internal investigations.

Roland has hands-on experience with all aspects of investigations, civil and administrative litigation and proceedings, and FCPA monitorships, including hearings and trials, handling witness interviews, drafting reports, taking and defending depositions, and managing large teams.

Roland is a regular contributor to Orrick’s Trade Secrets Watch. Prior to joining the firm, he was an Orrick Attorney Fellow at the Public Interest Law Project in Oakland, California, where he engaged in impact litigation related to affordable housing and public benefits programs.

Roland is committed to diversity and inclusion initiatives—he currently serves on the Board of Directors for the Asian American Bar Association of the Greater Bay Area (AABA), one of the largest APA bar associations in the United States.

    White Collar & Global Investigations

    • Conducted an internal investigation on behalf of Fortune 10 technology company regarding violations of California state law.
    • Represented senior executives of a national bank in connection with SEC, DOJ, and Congressional investigations arising out of sales practices misconduct.
    • Member of independent corporate compliance monitor team appointed by DOJ, SEC, and Brazil’s MPF for large multi-national petrochemical company arising out of Brazil’s Lava Jato investigations.
    • Represented Fortune 50 consumer company in FCPA internal investigation in Latin America.
    • Represented corporate executives in federal criminal matters under the Economic Espionage Act.
    • Conducted an internal investigation on behalf of a California public university system concerning violations of university policies.
    • Conducted an internal investigation on behalf of a Bay Area hospital concerning potential False Claims Act violations and Medicaid fraud.
    • Member of independent corporate compliance monitor team appointed by DOJ for banking technology company.

    Complex Litigation & Dispute Resolution

    • Represented former general counsel of a national bank in OCC enforcement action arising out of sales practices misconduct.
    • Represented general counsel of casino reports company in litigation arising from its redemption of stock held by a 19% shareholder and removal of Board members.
    • Represented one of China's largest building materials companies in complex federal multidistrict litigation involving allegations of defective drywall.
    • Represented senior executive and companies in various state court trade secret actions.
    • Represented asset management company and related investment funds in breach of contract and employment action.
    • Represented banking and financial services company in D&O insurance coverage arbitration.
    • Represented public utility in regulatory proceedings and for insurance coverage claims arising out of a natural gas pipeline accident.
