Court System

On 3 January 2002, Law No. 313 "On Establishment and Abolishment of Court Districts and Justices of Peace in the Sakhalin Oblast (Region), adopted by the Sakhalin Oblast (Region) Duma came into force.
This law established the number of peace justice court districts, with a description of their borders, and the number of justices of peace in the Sakhalin Oblast (Region).

Economy

On 23 January 2002, the administration of the Sakhalin Oblast adopted Resolution No. 29-p "On Measures Aimed at Redundancy of Money-Losing Oblast (Regional) Enterprises."
The Resolution deals with reducing the number of money-losing enterprises and the financial rehabilitation of the regional economy, which has some characteristics of money-loser industry sectors, as well as the measures for financial rehabilitation and period of its execution.

Land

On 15 February 2002, the Head of the City of Komsomolsk-on-Amur adopted Resolution No. 813 "On Approval of Basic Amounts of Lease Payments for Land in 2002."
The Resolution defines types of land use for which lease payments will be collected, the procedure for lease payments, and the coefficients used for the calculation of basic lease payments.

Other

On 19 February 2002, the Sakhalin Oblast administration adopted Resolution No. 24-na "On Approval of the Concept of Information Protection on the Sakhalin Oblast Territory, and Regulation of the Council of Information Protection under the Sakhalin Oblast (Region) Administration and its Members."
The Concept for the protection of information on Sakhalin Oblast (Region) territory includes factors determining the necessity of information protection, the main principles and goals of information security, general requirements and principles of organization and management of security, and control and financing of measures introduced for these purposes. For implementation of the Concept's provisions in accordance with the Resolution, a council for the protection of information is being created under the Sakhalin Oblast (Region) administration, and the main trends in its work, its main tasks and powers are being established. The personnel of the council is also being determined.
