Environment

  • January, 2001. On 27 December 2000, the Governor of Sakhalin Oblast issued Resolution No. 479-p "On the Establishment of the Adjustment Ratio for the Environment Pollution Payments."
    The Governor of Sakhalin Oblast ordered the establishment from 1 January 2001 of the ratio for adjustment of payments for the pollution of the environment in the amount of 94% from the basic standards approved by the Ministry of Nature of the Russian Federation, coordinated with the Ministry of Economy of the Russian Federation and Ministry of Finance of the Russian Federation on 27 November 1992, and also declared as invalid the Resolution of the Oblast Governor No. 3-p, "On the Establishment of the Adjustment Ratio for the Environment Pollution Payment," dated 11 January 2000.
  • January, 2001. On 18 December 2000, the Governor of Sakhalin Oblast adopted Resolution No. 457-p "On the Distribution of Quotas for Catching of Bio-Resources for 2001."
    The quotas for catching of water bio-resources for 2001 will be distributed on the basis of Sakhalin Oblast Law No. 107 "On Fishing and Fisheries Related Activity in Sakhalin Oblast" and "Procedure for the Regulation of the Use of the Water Bio-Resources Allocated to Sakhalin Oblast in Accordance with the Established Procedure," approved by the Resolution No. 191-p of the Governor of the Sakhalin Oblast, dated 15 July 1997, and taking into consideration the Decision of the Sakhalin Fisheries Council (Minutes No. 16, dated 18 October 2000) and Decision of the Presidium of Sakhalin Fisheries Council (Minutes, dated 13 November 2000).

Foreign Citizens

  • On 10 March 2001, the Law No. 239 "On the Acknowledgment as Null and Void of the Sakhalin Oblast Law 'On the Procedure and Conditions of the Attraction and Use of Foreign Labor Force in the Sakhalin Oblast,'" adopted by the Oblast Duma on 1 March 2001, became effective.
    This Law abolishes the previous procedure involving the obtainment of consent for the attraction of a foreign labor force to Sakhalin Oblast enterprises.
  • 8 February 2001, the Duma of Sakhalin Oblast adopted Law No. 237 "On the Acknowledgment as Null and Void of Sakhalin Oblast Law "On the Procedure for Foreign Citizens and Stateless Persons Temporarily Residing on the Territory of Sakhalin Oblast."
    The Law acknowledges as null and void Sakhalin Oblast Law "On the Procedure for Foreign Citizens and Stateless Persons Temporarily Residing on the Territory of Sakhalin Oblast."

Government

  • 6 February 2001, the Governor of Sakhalin Oblast adopted Resolution No. 63 "On the Approval of the Regulation on the Committee of International, Foreign Economic and Interregional Relations of Sakhalin Oblast Administration."
    This Resolution approves Regulation on the Committee of International, Foreign Economic and Inter Regional Relations of the Sakhalin Oblast Administration and also acknowledges as null and void Resolution No. 551 of the Oblast Governor, "On the Approval of the Regulation on the Management of International and Foreign Economic Relations of Oblast Administration," dated 21 November 1997.
    The place of the newly established committee in the system of Sakhalin Oblast administration authorities, its tasks and relevant functions, rights of the committee, its liability and organizational structure are defined in the Regulation.

Investment

  • On 30 January 2001, the Governor of Sakhalin Oblast adopted Resolution No. 27-p "On the Establishment of a Working Group "Sakhalin Oblast Investment Climate."
    The Resolution establishes a special working group, which has the task to compile the experience of Sakhalin Oblast Administration and corporation "Karana" (USA) on the attraction of domestic and foreign investments and also for the improvement of the investment climate of Sakhalin Oblast.

Land

  • On 22 February 2001, the Mayor of Yuzhno-Sakhalisk adopted Resolution No. 376 "On the Amendments to the Mayor's Resolution No. 1838 'On the Regulation of Land Relations in Yuzhno-Sakhalinsk.'"
    This Resolution abolishes the authority of the Committee for the Management of Yuzhno-Sakhalinsk Municipal Property to conduct tenders (auctions) for the right to lease land plots within the city territory, and also abolishes Temporary Regulation on the organization of tenders or auctions for the right to lease land plots in Yuzhno-Sakhalinsk.

Licensing

  • On 10 January 2001 the Governor of Sakhalin Oblast issued Resolution No. 8 "On the Introduction of Additions to the Resolution of the Oblast Governor No. 530 "On the Approval of the Temporary Regulation on Licensing of the Procurement of Lumber Activity in the Sakhalin Oblast."
    This Resolution introduces amendments to the Temporary Regulation on Licensing of Procurement of Lumber Activity in Sakhalin Oblast, approved by the Governor of Sakhalin Oblast Resolution No. 530, dated 22 December 2000.

Natural Resources

  • 19 February 2001, the Governor of Sakhalin Oblast adopted Resolution No. 81 "On Lease of the Forest Fund Sections without Forest Tenders."
    The Resolution is adopted on the basis of Article 34 of the Forest Code of the Russian Federation and will be effective until the adoption of the Sakhalin Oblast Law regulating this such issue of forest utilization.
    In accordance with the Resolution, forest fund sections may be leased without a forest tender to the users of forests, which have been using the forest fund on the territory of Sakhalin Oblast for three or more consecutive years as of the date of the submission of the application.
  • 23 January 2001, the Governor of Sakhalin Oblast adopted Resolution No. 42 "On the Approval of the Composition of the Tender Commission on the Lease of Forest Fund Sections."
    The Resolution approves the new composition of the tender committee for the lease of the forest fund sections and also acknowledges as null and void a number of resolutions of the Oblast Governor on the basis the power re-allocation introduced by the President of the Russian Federation, Resolution No. 867 "On the Structure of the Federal Executive Authorities."
  • 18 January 2001, the Governor of Sakhalin Oblast adopted Resolution No. 27 "On the Approval of Charge Rates for Forest Timber in Sakhalin Oblast."
    In accordance with this Resolution, the new rates of the forest charges for timber in Sakhalin Oblast are introduced from 1 January 2001. Also, a number of resolutions of the Forestry Complex Department of the Oblast administration are acknowledged as null and void.

Property

  • 29 January 2001, the Governor of Sakhalin Oblast adopted Resolution No. 53 "On Amendments and Additions to the Resolution of the Oblast Governor No. 330, dated 9 August 2000."
    According to the Resolution, the amendments were introduced in order to bring Resolution No. 330 into conformity with Article 35 of Sakhalin Oblast Law No. 8-a "On the Management of the Oblast State Property," dated 20 July 1999. In accordance with the amendment, the right to a leasehold in state property may be acquired by tender in cases when the cost of such property exceeds five minimum monthly wages and in all other cases, by a decision of the committee itself.

Tax

  • January, 2001. On 8 December 2000, the Governor of Sakhalin Oblast adopted Resolution No. 506 "On the Approval of the Cost of Patents for the Individual Entrepreneurs Using the Simplified System of Taxation, Record and Reporting for 2001."
    This Resolution approves the annual cost of patents for individual entrepreneurs using the simplified system of taxation for 2001.

Transport

  • On 6 March 2001, the Governor of Sakhalin Oblast adopted Resolution No. 103 "On the Sum of the Ultimate Ratios to the Tariffs for the Transportation of Cargoes, Passengers, and Baggage by Marine Transport."
    The Resolution approves the summarized ultimate ratios to the tariffs on the transportation of cargoes, passengers, and baggage by ferries and marine transportation in districts of the Far North and districts with the same status.
