- On 1 February 2000, the Governor of Sakhalin Oblast issued Directive No. 37-p "On the Results of the Oblast Delegation Visit to Hokkaido from 8 to 11 November 1999."
The Directive outlines the main activities for the realization of tasks by the delegates in Hokkaido. The activities included presentation of potential Sakhalin projects in the City of Sapporo, mutual consultations, establishment of a legal database of Russian federal and local legislation on investment policy and protection of investments for Hokkaido entrepreneurs.
Construction
- On 18 July 2000, the Governor of Sakhalin Oblast adopted Resolution No. 290 "On the Approval of the Regulation "On the Introduction of the Urban Development Cadastre and Monitoring of Urban Development Objects in Sakhalin Oblast."
The Regulation defines the state urban development cadastre, procedure for its maintenance, as well as monitoring procedure. The goals, tasks and purpose of the urban development cadastre are defined in the Regulation.
Court System
- On 3 July 2000, Duma of Sakhalin Oblast adopted Law No. 202 "On Petty Claims' and Misdemeanors' Judges in Sakhalin Oblast."
The Law contains regulations on judges of petty claims and misdemeanors courts in Sakhalin Oblast, the scope of cases considered by such judges and guarantees of their status, information on the court districts, qualification requirements to such judges. It also outlines the procedure for the appointment, the term of service, termination and suspension, as well as financing, organizational, legal, logistic support of their activities.
Economy
- On 26 June 2000, the Governor of Sakhalin Oblast issued Resolution No. 197-p "On Amendments in the Structure of the Advisory Council of Sakhalin Development Agency."
The Resolution excludes David Simerk, President of Mobil Sakhalin Neftegaz Company, and introduces James Robinson, Head of the Department on Environmental Protection of Sakhalin Energy Company, for the purpose of developing a more effective business plan on establishment of the Sakhalin Agency of Development.
- On 22 June 2000, the Mayor of Yuzhno-Sakhalinsk adopted Resolution No. 1065 "On Issuance of Passports to Business Entities of Municipal of Yuzhno-Sakhalinsk."
The Resolution declares the beginning of voluntary applications from city business entities for passports and establishes, that the possession of passports is required for the reference of these subjects to the executive authorities for: loans for investment projects, settlement, postponement of budget indebtedness, receipt of guarantees from the administration for the execution of commercial transactions, as well as other acts, requiring Yuzhno-Sakhalinsk administrative participation.
Fishing
- On 5 June 2000, the Governor of Sakhalin Oblast signed Resolution No. 169-p "On the Measures for Conduct of the Salmon [Fishing] Season in 2000."
The document approves the distribution of quotas for salmon fishing between Oblast municipal divisions and recommendations for management of "Sakhalinriybvod" for the issuance of fishing right tickets, organization and control over the fishing and processing of salmon.
Government
- On 14 July 2000, the Mayor of Yuzhno-Sakhalinsk adopted Resolution No. 1200 "On the Procedure for Awarding Municipal Contracts."
This Resolution defines the municipal divisions which can place municipal contracts: branches of the city administration, divisions on management of the territories, administrations of villages and settlements, and other legal entities. It also approves the structure of the Committee for awarding municipal contracts at the expense of the Regional Financial Support Fund for Supply of Products (Goods).
- On 6 July 2000, the Sakhalin Oblast Duma adopted Resolution No. 19/13/282-2 "On the Designation of the Election Day for the Governor of Sakhalin Oblast."
The gubernatorial election of the Governor is scheduled for October 22, 2000.
- On 6 July 2000, the Sakhalin Oblast Duma adopted Resolution No. 19/13/281-2 'On the Designation of the Elections for Delegates of Sakhalin Oblast Duma of the Third Session."
Elections are scheduled for October 22, 2000.
- On 29 June 2000, the City Council of Yuz-hno-Sakhalinsk adopted Decision No. 567/36-1-00 on the approval of the Regulation "On the Committee on Management of Municipal Property of Yuzhno-Sakhalinsk."
The Regulation defines the organizational and legal basis for the existence and activity of the Committee, its subordination and sources of financing. Also, the tasks of the Committee and functions for their realization are defined.
- On 29 June 2000, the City Council of Yuzhno-Sakhalinsk adopted Decision No. 570/36-1-00 on the approval of a Regulation "On the Procedure for Assignment of Municipal Contracts."
The Regulation defines the mechanism for awarding municipal contracts, and the municipal divisions which can place such municipal contracts, list and volume of the products making up the contract, functions of the committee and other general questions.
- On 30 May 2000, the City Council of Yuzhno-Sakhalinsk adopted Decision No. 556/35-1-00 "On the Procedure for the Participation of Yuzhno-Sakhalinsk Residents and their Unions in the Discussion and Adoption of Decisions on Urban Management."
The document determines a procedure and forms of residents' participation and recording public opinion while preparing legal acts for the design and construction of immovable fixtures on the territory of Yuzhno-Sakhalinsk.
- On 19 May 2000, the Sakhalin Oblast Duma adopted Law No. 180 "On the Procedure for Maintenance and Rendering of Payment Services by State Executive Authorities, Municipal Authorities, and State and Municipal Institutions."
The Law protects individuals and legal entities from unjustified collection of payment for services of the relevant authorities and defines the paid services and their performers, the legislation, allowing for the provision of paid services, the procedure for setting prices for paid services, report and control over the activities of the relevant authorities performing such services.
International Relations
- On 4 February 2000, the Governor of Sakhalin Oblast adopted Directive No. 41 p "On the Establishment of Advisory Council for the Sakhalin Development Agency."
The Directive determines the membership of the Advisory Council of the Sakhalin Development Agency established for the execution of the Agency Agreement, dated 15 December 1999, between the Sakhalin Oblast Economics Committee and Alaska Agency for Industrial Development and Export, the Advisory Council's goals, tasks and terms of its activity.
- On 18 January 2000, the Sakhalin Oblast Governor adopted Directive No. 15-p "On the Preparation and Holding of the Russian-Japanese Meeting of Regional Representatives and Twin Cities of Far Eastern Russia and Siberia and Hokkaido, Japan, in 2000."
The Directive outlines the terms of holding the Russian-Japanese meeting of the regional and twin cities' representatives on 29 and 30 August 2000, in Yuzhno-Sakhalinsk. For these purposes, an organizational committee was established. Directorates of the Oblast administrations, city administrations and district administrations are instructed to assist in the preparation and holding of the above activities.
Investment
- On 20 April 2000, Yuzhno-Sakhalinsk City Council adopted Decision No. 538/34-1-00 "On Investment Policy for Yuzhno-Sakhalinsk for the period 1999-2001."
The decision is a guideline to local investment policy, and defines the terms "investments," "investment policies," "investment climate" and "direct" and "portfolio" investments. The increase in foreign investments to the city is indicated, however, the lack of an effective legal mechanism and system of guarantees does not allow for an increase in foreign investments to all necessary spheres of the city's activity. The main goal of the Yuzhno-Sakhalinsk Administration's investment policies is defined as establishment and development of competitive enterprises, insuring growth of the city's economic and industrial potential until 2001, for which the execution of the program tasks is suggested. The resolution establishes guidelines for Yuzhno-Sakhalinsk investment policies and outlines measures to support investment activity by means of the adoption of a number of legal acts by the City Council.
Land
- On 5 June 2000, the Sakhalin Oblast Governor signed Resolution No. 239 "On the Inventory of Lands in Oblast Communities and Measures for the Activation of Work."
The resolution deals with lands inventory, generally evaluated inadequately in a number of districts. In particular, the resolution provides for the mobilization of contracting organizations to carry out inventorying and the allocation of funds to finance these organizations. Inventory materials must be used upon the change and issuance of documents establishing land rights.
Lease
- On 14 November 2000, the Mayor of the City of Yuzhno Sakhalinsk adopted Resolution No. 1896 "Procedure for the Execution of Agreements for the Lease of Municipal Residential Premises between the Citizens Leaving such Premises and the Municipal Authorities at the Time of the Receipt of Housing Subsidies."
The form of the typical agreement for the lease of municipal residential premises to the municipal authorities at the time of receipt of housing subsidies is approved in accordance with Article 7 of the Federal Law "On Residential Subsidies for the Citizens, Moving Out from the Extreme North Districts and Locations with Assimilated Status."
- On 9 November 2000, the Governor of Sakhalin adopted the Resolution No. 461 "On Amendments to Resolution of the Oblast Governor, dated 9 August 2000."
Amendments were introduced in the Oblast Governor Resolution No. 330 "On Approval of Regulation of the Procedure of the State Property Lease on Sakhalin Oblast Territory" for the purpose of bringing it into conformity with Sakhalin Oblast Law No. 8a "On the Oblast State Property Management," dated 20 July 1999.
Licensing
- On 22 December 2000, the Governor of Sakhalin Oblast issued Resolution No. 530 "On Approval of the Temporary Resolution on Licensing of Engaging into Lumber Activity in Sakhalin Oblast.
The "Temporary Regulation on Licensing of Engaging into Lumber Activity in Sakhalin Oblast" acknowledges as null and void the Resolution of the Department of the Forestry Complex of the Oblast Administration No. 41-p "On the Approval of the Temporary Regulation on the Licensing of Activity for the Procurement of Lumber in the Forest Fund of the Sakhalin Oblast" and Directive of the Department of the Forestry Complex No. 161-p "On Additions to the Decision of the Department of the Forestry Complex from 25 August 1998 "On the Approval of the Temporary Regulation on the Licensing of the Activity for the "Procurement of Lumber in the Forestry Fund of Sakhalin Oblast."
- On 16 November 2000, the Governor of Sakhalin Oblast issued Resolution No. 469 "On Approval of the List of Authorities, Authorized to Carry Out Licensing of Certain Types of Activities, Envisaged by the Resolution of the Government of the Russian Federation No. 326 'On Licensing of Certain Types of Activities,' dated 11 April 2000."
The list of authorities authorized to carry out licensing of certain types of activities is approved in accordance with the adoption of the Resolution of the Government of the Russian Federation No. 326 "On Licensing of Certain Types of Activities."
- On 10 August 2000, the Governor of Sakhalin Oblast adopted Resolution No. 337 "On Abolishing the Oblast Governor's Resolution No. 320, dated 20 August 1999 "On the Licensing Appraisal Activity on the Territory of Sakhalin Oblast."
The Resolution was abolished following a protest by Sakhalin Oblast Prosecutor.
Natural Resources
- On 7 July 2000, the Governor of Sakhalin Oblast adopted Resolution No. 211-p "On Amendments to the Governor's Resolution No. 191-p, dated 15 July 1999, "On Enactment of the Procedure for the Regulation of Utilization of Bio Resources (Water), allocated to Sakhalin Oblast in the established Procedure."
The Resolution regulates the procedure for utilization of the bio resources allocated to Sakhalin Oblast on the basis of quotas.
- On 3 July 2000, the Governor of Sakhalin Oblast issued Resolution No. 206-p "On the First International Practical Conference "PSA 2000."
The Resolution is issued in order to broadly inform the world and the Russian community of positive changes in the Sakhalin Oblast economy, in connection with the realization of production sharing agreements laws, and also drafting of professional recommendations to the Federal Authorities of the RF and business partners for the execution of oil and gas projects on the principal of production sharing. The first international conference "PSA 2000" will be carried out on 15-16 September 2000 for these purposes.
- On 30 May 2000, the Governor of Sakhalin signed Resolution No. 233 "On Amendments to the Tender Committee for the Lease of Parts of the Forest Fund."
The resolution establishes a new version of Resolution of the Oblast Governor, dated 30 March 1998, "On Approving the Structure for the Tender Committee for the Lease of Parts of the Forest Fund" which alters the structure of said committee.
- On 22 May 2000, the Governor of Sakhalin Oblast signed Resolution No. 210 "On the Approval of the Regulation on the Oblast Administration Management of Fuel, Energy and Subsoil Utilization."
The document confirms the establishment of Fuel, Energy and Subsoil Utilization Management of Oblast Administration as an administrative structural subdivision without distinct legal personality, provides the legal and organizational principles of management activities and defines its main tasks and functions.
- On 22 May 2000, the Governor of Sakhalin Oblast signed Resolution No. 208 "On the Regional Energy Committee."
The resolution establishes the Regional Energy Committee, executive authority, in Sakhalin Oblast. The resolution defines the Committee's main tasks, functions, powers, structure, and composition, and establishes rules for consideration of discrepancies arising from state regulation of tariffs on electricity and thermal power in Sakhalin Oblast by the regional energy committee.

- On 22 May 2000, the Governor of Sakhalin Oblast signed Resolution No. 211, dated 3 June 1997, "On the Implementation of the Russian Federation Government Resolution No. 813 "On the Establishment and Functioning of the Global Maritime Communication Network for Use in Case of Emergency." ("GMSSB")
The document confirms the implementation of the Russian Federation Government Resolution No. 813, dated 3 June 1997, in Sakhalin, in connection with delays in installation of communication lines of OAO "Sakhalinsvyaz" and recommends that assistance be provided in connecting the GMSSB system to the public telephone network.
- On 19 May 2000, the Governor of Sakhalin Oblast signed Resolution No. 205 "On Amendments and Additions to the Regulation of the National Park "Island Moneron" and Regulation on the Safety Zone surrounding the National Park "Island Moneron."
National Park "Island Moneron."
The document covers the establishment of the business-plan for development of tourism on the territory of the National Park "Island Moneron" and its submission for review to the Sakhalin Oblast Administration Committee on Investment Projects. The new version of the regulation on National Park "Island Moneron" establishes the legal status of the park and provides guidelines on regulating tourism and recreation.
- On 3 February 2000, the Governor of Sakhalin Oblast adopted Directive No. 40 p "On the Approval for the Distribution of Quotas for the Coastal-Zone Maritime Fishing for 2000."
This Directive determines quotas for coastal fishing, in particular, for Korean cod, codfish, greenling and flounder among the fishing enterprises of Sakhalin Oblast.
- On 27 January 2000, the City Council meeting of Yuzhno-Sakhalinsk adopted Decision No. 482/30-1 "On the Special Program "Main Directions in the Development of Healthcare System in the Municipality of Yuzhno-Sakhalinsk for 2000 – 2001."
The Decision adopted a special program for the development of the Yuzhno-Sakhalinsk healthcare system for 2000 – 2001 and the financing of the program.
- On 11 January 2000, the Governor of Sakhalin adopted Resolution No. 10 "On the Program for Legislative Work in the Oblast Administration for 2000."
For the purposes of preparation of draft laws of Sakhalin Oblast and other legal acts for submission to the Sakhalin Oblast Duma, the document approves the Program of legislative activities for the Oblast administration for 2000.
Property
- On 17 November 2000, Sakhalin Oblast Registration Chamber changed the procedure for state registration of rights on immovable property and transactions involved with it.
This information has the data on the state registration of rights on immovable property and transactions with it; general and additional documents submitted for the registration of rights on the land plots; documents submitted for the registration of rights on the newly erected immovable fixtures, documents submitted for the registration of rights on unfinished construction sites.
- On 13 November 2000, the Mayor of Yuzhno Sakhalinsk adopted Resolution No. 1884 "On the Re-registration of Peasant (Farm) Units."
The Mayor of Yuzhno-Sakhalinsk ordered the Committee of Economy and Industrial Policy Registration Department to carry out a re-registration of the peasant (farm) units registered prior to 25 December 2000 with the further issuance of standard certificates in accordance with Article 37 of the Charter of the City of Yuzhno-Sakhalinsk, Regulation No. 555/35-10-00 "On the Registration of Legal Entities, Peasant (Farm) Units and Individual Entrepreneurs," approved by the Resolution of the Municipal Council, dated 30 May 2000, and Resolution of the Mayor of the City of Yuzhno Sakhalinsk No. 53-p "On the Transfer of Responsibilities for the Registration of Non-commercial Organizations and Peasants (Farm) Units."
- On 9 August 2000, the Sakhalin Oblast Governor adopted Resolution No. 330 "On the Approval of the Regulation on Leasing out State Property in Sakhalin Oblast."
The Regulation establishes the main conditions of property leases, the main requirements for state property lease agreements, the procedure for submitting and considering applications, executing and amending lease agreements, approving the agreements, and methods for establishing the amount of the rent.
Tax
- On 18 July 2000, the Sakhalin Oblast Duma adopted Law No. 199 "On the Budget Process in Sakhalin Oblast."
This document is developed on the basis of the Budget Code of the Russian Federation and regulates budget relations, referred to the jurisdiction of Sakhalin Oblast state authorities connected with the establishment of the compilation procedure and review of the draft Oblast budget, its approval and execution, control over its execution and approval of the reports on its execution.
- On 3 July 2000, the Governor of Sakhalin Oblast adopted Resolution No. 278 "On Amendments to the Oblast Governor's Resolution No. 491, dated 28 December 1998.
The Resolution is adopted in order to pro-vide financing to food enterprises, processing industries and organizations engaged in the gathering and supply of raw food materials for organization which increase production of dietary, children and candy products and also on the technical re-equipment of these enterprises with the introduction of new technologies.
- On 27 June 2000, the Governor of Sakhalin Oblast, adopted Resolution No. 271 "On Amendments and Additions to the Regulation "On the Application of Sakhalin Oblast Law "On the Single Tax on the Imputed In-come for Certain Types of Activity."
The Resolution regulates the procedure for levying a single tax on the imputed income for certain types of activity, amending the Regulation, approved by the Resolution of the Oblast Governor No. 498, dated 21 December 1999.
- On 20 January 2000, the Governor of Sakhalin Oblast adopted Resolution No. 29 "On the Approval of the Procedure for the Provision of Temporary Suspensions, Installments, Tax Credits and Investment Tax Credits for the Payment of Regional Taxes and Duties to the Federal Budget."
The Resolution establishes the document preparation procedure for the various forms of rescheduling of tax payments, procedure and conditions for the offering of these opportunities to taxpayers, control over the taxpayers' observance of the agreements between them and the fiscal authorities of Sakhalin Oblast.
Transport
- On 11 July 2000, the Mayor of Yuzhno-Sakhalinsk adopted Resolution No. 1155 "On the Execution of the Preventive Test Operation "Tractor."
This Resolution is adopted for the purpose of realization of Preventive Measures on the Safety of Transportation, techniques for safety and protection of the environment during the use of transport, engine-driven road construction machines and trailers.
- On 7 July 2000 the Governor of Sakhalin Oblast issued a Resolution No. 212-p 'On the Establishment of the Council for the Development of Ferry Transportation between Islands of Sakhalin and Hokkaido."
This Resolution is aimed on the strengthening of business cooperation, cultural relations and the development of tourism and establishes a Council on the Development of ferry transportation between Sakhalin and Hokkaido.
