Order of Administration of Sakhalin Oblast No. 107-ra "On Submitting to Tender the Rights to Lease Woods Areas in Nogliksky, Aleksandrovsky and Uglegorsky Forestries Districts," dated March 3, 2004.
The lease periods for the forest areas put to tender range from 10 to 20 years.

Natural resources

Decree of the Sakhalin Oblast Administration No. 45-pa "On Establishment of the Department on Natural Resources and Environment Protection of Sakhalin Oblast," April 14, 2004.
The functions of the Department included managing natural recourses in the name of the state, participation in the maintenance of the cadastre of natural resources, granting rights for the use of natural resources, issuance of licenses, organization of tenders and auctions for the use natural resources.

Resolution of Administration of Sakhalin Oblast No. 31-pa "On Borderline Area and the Borderline Areas Procedures in Sakhalin Oblast," dated March 23, 2004.
The Resolution establishes the rules for entry, temporary stay and movement of individuals and vehicles in the borderline area, the rules for conducting business and other activities in borderline areas.

Property

Regulation of Sakhalin Oblast Property Fund has been amended.
The Regulation was amended by a Decree of Sakhalin Oblast Duma No. 9/8/186-3 of May 13, 2004. According to the amendments, the Funds sells the Oblast property in compliance with the authorized privatization schedule, purchases assets in the name of Sakhalin Oblast and enters into other transactions.
Decision of the City Assembly of Yuzhno-Sakahlinsk No. 04-2 "Procedures of Calculation of Rent for Use of Municipal Property of Yuzhno-Sakahlinsk," dated April 6, 2004.
The Decision establishes the rules for determining the rent amount of both movable and immovable assets.
